The new mechanism is resource support plus named advisory access to a published recommendation. Childlight Searchlight2025 Study C (PDF31–32, printed23–24) credits Westpac funding and names a committee including Westpac's Mark Dickson and ICMEC Australia's Danielle Kelly. It recommends broader financial monitoring and cross-sector sharing. This is a published recommendation, not a demonstrated detection system or bank decision. The report acknowledges panel recruitment, self-report and legal-category limitations; no base-rate calibration or operational validation was recovered in the inspected material.
Westpac's 2021 recipients page lists the UNSW Human Rights Institute OCSE survey project in a $150,000-per-award research category, over up to two years. AUD is context-inferred. The 2023 JSS report (p56) thanks Westpac and names the researchers and contributions; the 2025 report links that earlier Australian report as related work. These are distinct outputs. No signed award schedule connects the full 2021 amount to Study C, and none allocates it from the ICMEC $25m award. We therefore keep a separate project node and do not draw an allocated-funding edge between award and later study.
The study also identifies support for UNSW's Childlight hub through an Edinburgh collaboration agreement under Human Dignity Foundation core grant INT21-01. Global acknowledgements thank JSS for funding two studies. Payment flow, amounts and any double-counting remain unresolved; the case records the disclosed layers separately without summing them. Searchlight's programme wording is Safer Families, Safer Communities, whereas Westpac's page uses Safer Children, Safer Communities; retain the wording difference rather than silently rewriting the source.
The most useful next records are the executed award output schedule, committee terms/minutes and author response-to-review table. They would test whether advisers shaped the monitoring recommendation, whether the funder had clearance rights, and what outputs the award actually bought. Sources name ordinary public-health/financial-crime research roles as well as an influence opportunity. Neither funding nor advisory listing settles bad faith, censorship motive or implementation.
