We have identified specific financial, governance, campaign, policy and operational relationships. The strongest organising question is how an assessment becomes a condition of participation: who supplies it, who acts on it, which institution retains discretion, and who can reverse the result. Funding, selection, classification, action and remedy recur across the AI, online-safety, identity, advertising, payments and research-access branches, with different instruments in each.
The evidence supports substantial organised resources for AI advocacy, specific creator production/selection mechanisms, identifiable policy transmission, and consequential classification and access systems. It also shows divergent positions among recipients of common funding, declined or narrowed proposals, terminated distribution relationships and actual constraints on recipient discretion. These observations strengthen a distributed institutional account while leaving a common cross-sector controller unestablished.
The consolidation integrates six accepted packets previously outside the graph: CDDP evaluation, OSDI/PUBLIC, EU researcher-access rules, AliExpress commitments, audit/trustee evidence and voluntary application outcomes. It also brings the seven r32 GDI/rights packets into the current visuals. The dated public ThreatExchange correction review and stablecoin check remain clearly identified supplements.
The most consequential remaining gaps are specific instruments and outcomes: signed grant conditions and exercised approvals; actual evaluation/acceptance and funding decisions; a classification correction received and acted on by a customer; a real application paired with its response and usable access; an appeal linked to a corrected practical result. The inquiry has not established the broader Fabian/WEF/owner-bank/medical-data instruction chain suggested earlier.
