The [joint French–New Zealand announcement of 14 May 2024](http[local research file] announces a new non-governmental organisation to coordinate the Call's work. It ties the change to the November 2023 Leaders' Summit, places headquarters in Wellington and schedules Secretariat operation under the foundation from 1 July 2024. It describes key decisions about direction as remaining with Leaders from all sectors. The announcement says funding pledges had been attracted; it does not disclose donor voting rights or certify receipt. The [2023 meeting paper, Next steps for a resilient Christchurch Call](http[local research file] PDF5/printed3, is explicitly an initial proposal. It envisages an independent public-good entity, potentially a trust or nonprofit. A future founding document would define board remit and appointments while maintaining French/New Zealand leadership. The board would supervise corporate/financial functions and performance aligned with Leaders' policy directions; the Call work programme would remain with Leaders. It also says the existing Call community has no corporate/legal structure. This is a proposed separation between entity governance and initiative direction, not proof those precise clauses were adopted. Their individual labels differ: Ardern is explicitly foundation Patron; Macron's individual label is Call Co-Founder. The text separates community participation, Call commitments and foundation delivery. None of these titles alone establishes a trustee/director seat, appointment power, legal veto or control over participant governments/platforms. The exact name/identifier lead is The Christchurch Call Foundation, CC62350. [CharityData NZ](http[local research file] supplies that pointer and describes a trust registered 27 May 2024. In this lane those legal-form/date fields remain secondary and unverified against the official entity row. Its automated rating, financial dashboard and abbreviated officer list are not evidence of board composition or control. In particular, a CEO and Patron appearing as officers would not by itself make them the only trustees.
The public [Charities Register](http[local research file] explains that registered-charity information can be searched publicly. The aggregator's direct link to ViewCharity?accountId=CC62350 produced a reader cache miss; ordinary GET of that link and of the official search page both returned HTTP 403. That link's use of CC62350 as accountId was not independently validated. These failures do not establish absence of a registration or deed.
Charities Services separately publishes an [open-data interface for research](http[local research file] Its reader-visible documentation permits filtered Organisation queries and names CharityRegistrationNumber as a field. One unauthenticated query for CC62350 through the documented OData host also returned HTTP 403. No account, browser challenge, alternate-host workaround or access-control bypass was attempted. The register and OData routes are closed for this run. The documentation explains public access possibilities; it does not supply the missing entity record.
No adopted trust deed, constitution, board appointment instrument, current complete trustee roster, delegation instrument, reserved-matters schedule or donor agreement was obtained. Searches for the foundation name with deed, constitution, trustees, board and governing-document terms supplied no such primary instrument within this pass. The July 2024 essay proposing community participation in board appointments was treated as advocacy, not as an adopted rule. Similarly, the 2023 plan does not prove that donors elect trustees, that France/New Zealand presently have reserved seats, or that foundation trustees can compel a participating platform's moderation decision.
The next discriminator is the foundation's adopted governing document and amendments, paired with the current trustee/board appointment record. Charities Services or the foundation is the likely custodian. Those records would resolve appointment/removal rights, financial approvals, conflicts, delegations and any formal relationship to Call Leaders or funders. A funding receipt alone would not answer those questions.
