9 September 2026. Bounded transition/funding acquisition closed. This note separates the 2024 support-function handoff, the continuing Call, the new Foundation, and later project funding. Legal-entity governance and community decision processes belong to the parallel lanes. No outreach, account, payment or private record access; no canonical changes.
The 14 May 2024 joint NZ/France announcement says support functions would move to a new secretariat funded by the Foundation, operating from 1 July 2024, while New Zealand taxpayer funding for the Call would end on 30 June. Donor pledges had been attracted, but no amounts or received instalments are stated. The Foundation would coordinate and support the wider community; leaders from all sectors would continue making key directional decisions. Ardern's special-envoy term would end, with her continuing as unpaid patron for dialogue and advocacy. The announcement does not assign her a foundation voting or appointment power.

MFAT subsequently reports the transition as completed, with New Zealand government funding ending in June 2024 and support functions financed by community/philanthropic pledges. This is a retrospective departmental performance account, not proof that every pledge had been paid. The defensible change is government-funded coordination becoming Foundation-funded coordination, while governments remain in the wider initiative. These documents do not prove full NZ or French withdrawal, French funding termination, or an absence of continued diplomatic/in-kind work. No signed handover deed, staff secondment/novation schedule, asset inventory, IP assignment, transferred bank balance or government reserved appointment/approval instrument was acquired. Moving support functions does not by itself establish a transfer of ownership of assets or employment contracts.

The last year is incomplete and subject to later review. These are not the Call's complete costs across all departments/countries, not a Foundation grant, and not payment vouchers. No cumulative influence budget is constructed. The response was listed for publication on31May2024 in MFAT's2024 OIA index; the letter itself is4April.
[Packard's CCF grant card](http[local research file] records 2024, $350,000, Term36, for general support, in Just Societies / Democracy, Rights and Governance. Complete substantive card read and original retained. The card does not explicitly state the term's unit or currency, exact award/payment dates, expenditure allocation or donor appointment/clearance rights. Preserve its displayed fields; do not turn the likely36-month term into verified wording without a further source. The US donor's dollar context is consistent with USD, but the currency is not separately printed in this card.
Carnegie's [grant database, page13](http[local research file] records 12December2024, $500,000, 12months, Special Opportunities Fund, to support CCF's launch. The full CCF entry was read through the primary public reader, lines152–194; ordinary GET403 was retained only as an error response and the route closed. The description emphasizes launch as an independent body but dates the spin-out to2023. That donor characterization does not override the joint governments' July2024 operational handoff. The discrepancy could reflect preparation versus operation, or imprecise donor wording; this pass does not resolve it.
Carnegie's [10March2026 board-grants announcement](http[local research file] says its trustees approved grants at the 5March2026 meeting, including $2,000,000 over24months for CCF to counter terrorist/violent-extremist content online. Read title/date, approval introduction and CCF entry through the primary reader, lines30–34 and67–68. This earns donor board approval, not payment or a right to run Foundation decisions. Original GET403 was closed and retained as error only. Dollar amounts are displayed by a US donor; the brief entry does not separately label currency.
The two Carnegie records are distinct dated grants; do not treat the second as an amendment or sum them with Packard/Canada into current annual resources. None supplies cash receipt, remaining balance, renewal conditions, reporting schedule, a content veto or a named trustee's individual grant decision. The wider donor-list/funding-principles inquiry is a parallel lane, not silently supplied by these grant cards.
[Public Safety Canada contribution26007](http[local research file] reference088-2025-2026-Q3-00044. The complete original detail record identifies legal recipient The Christchurch Call Foundation, agreement value CAD1,369,064, term 23October2025–31March2028, under the Community Resilience Fund.
Its expected results are three workstreams: piloting interventions for TVEC risks in new technology sectors; partnering with ROOST to support open-source safety tools, particularly for smaller companies; and using the multistakeholder community to encourage uptake of the resulting interventions/tools/practices. These are funded project purposes and expected results, not proof the outputs have been delivered or accepted. The disclosure does not allocate the award among workstreams or specify a payment/approval schedule.
This directly distinguishes ended NZ secretariat funding from later Canadian project support to the Foundation. It is neither a Canadian payment to TAT nor CCIAO financing. The legal-recipient record supports the Foundation bridge without assigning Canada operational authority over ROOST or a particular classification. It does not establish a government appointment or policy-veto right.

The high-value missing instrument is the actual2024 transition/handover agreement and schedules, joined to the Foundation's constituent instrument and any donor agreements that reserve rights. That could identify employer changes, assigned assets, retained governmental seats, approvals, obligations and termination remedies. Financial statements or grant-payment records would separately distinguish pledges/awards from receipts. No such document was requested from a person or private portal.
The evidence is consistent with a more broadly financed secretariat retaining recipient discretion, while government participants continue to shape direction through the community and fund specified projects. It does not establish donor command, total governmental exit, or a purely private financing base. Acquisition stops here for the combined forest review.
transition-captures.json records eight ordinary GET responses with exact URLs/times/hashes. Five contain substantive primary originals: French joint statement, MFAT annual report, MFAT OIA response, Packard grant card and Canadian contribution record. Three contain only access/challenge responses: NZ announcement shell and two Carnegie403s. All retained-byte hashes were checked. Reader-only Carnegie passages remain expressly distinguished from original captures; the two pages were not retried after the one public-reader substitute.
The annual-report download has259pages, but only PDF66 is the finding source. A keyword-location scan and incidental PDF60 excerpt do not count as a full report read. The OIA table required visual inspection because PDF2 lacked extracted text; transition-oia29223-page2.png is a derivative of the retained original. Its values were read visually. No handover staff, assets, contracts or financial-note schedule was found in these selected instruments.

OIA29223's exact link came from the official2024 OIA index, whose matching row was read; other disclosures were not harvested. DPMC2022/2023 background papers, later ministerial references and the2025 recipient press release appeared as discovery only. Existing closed Foundation/funding website routes were not retried. The French presidency's independently published joint announcement provided the available original after the NZ challenge shell; this was not bypass of a private resource. The scope supplies no executed funding conditions or retained government appointment powers; their non-location in this finite pass is not evidence of nonexistence.
