GDI advertising-risk mechanism: a documented historical channel, with a definite service-end boundary

Closed acquisition: 9 September 2026. Three primary originals were retained. This packet concerns classification, distribution and recourse; Oak funding is handled separately in oak-gdi-support.md. It establishes an advertised GDI-to-Oracle product route in a 2024 guide, followed by an official Oracle service-end policy. It does not establish current delivery through Oracle, an advertiser's actual configuration, or a measured loss of publisher revenue.

Exact product handoff

Oracle's 2024 Contextual Intelligence Segment Guide describes segments that advertisers can use to target suitable contexts or avoid unsuitable ones. Its introduction says Oracle maintains its own contextual segments through an editorial team and describes the disinformation solution as powered by its GDI partnership. The decisive supplier row on PDF/printed page 129 identifies Disinformation protection from GDI, machine name gi_gdi_pfi. Oracle attributes the high-risk news-website ratings to GDI's combination of machine learning and expert human review. This supports GDI supplying a classification input and Oracle packaging it as an advertising segment; it does not show a particular advertiser selecting it, a bid being rejected, or a publisher's income changing.

The general branded-context introduction on PDF 128 describes third-party data used for targeting or avoiding matching content. The selected reading does not establish the executed licence, data fields, update cadence, downstream customer list or payment terms. Oracle's separate Floor-tier table on PDF 3 says that tier is blocked by default without a toggle. Its comparison to URL-based gv_pfi construction is not an explicit default rule for the different GDI segment gi_gdi_pfi. The guide therefore cannot support universal or non-overridable activation of the GDI segment. A PDF 10 text-layer row is ambiguous and was not used to assign the GDI identifier or a default.

Oracle's subsequent service-end policy changes the time claim

Oracle's Advertising EOL Frequently Asked Questions, 12 August 2024, Version 3.0, explicitly includes Contextual Intelligence and supporting integrations in the services ending 30 September 2024. It says Oracle would take no new advertising agreements or renewals, end data-provider relationships, and terminate access even when an order extended beyond that date. This is a published provider policy, not evidence from a runtime test. It is sufficient to prevent presenting the historical guide as a current Oracle delivery channel.

The same FAQ makes the residual boundary concrete. Rights to use previously supplied data depend on the product service description. Reporting and payment obligations may continue while data remains in use, and Oracle says payments for post-service data usage follow executed provider contracts. These are general provisions, not proof that GDI had a particular continuing licence, was paid after the end date, or that every stored classification was deleted. The FAQ itself says it is informational and does not form contractual obligations. The executed GDI/Oracle agreement and relevant service description remain unacquired.

What the current GDI page does—and does not—establish

The [current About page](http[local research file] observed 9 September 2026, frames GDI's work as mapping revenues and producing evidence for policymakers and industry. Its definition extends beyond individual false statements: harmful, false or misleading adversarial narratives may target at-risk groups, current scientific consensus, democracy, civic institutions and governing bodies, including through contextual omissions. This is the current page's classificatory scope; the selected sources do not establish that the same criteria governed the historical DEL or Oracle segment. Its statement that it accepts no funding from media companies or technology platforms is also a current self-description. Historic licensing alone neither resolves nor establishes a contradiction without the relevant fee/payment definitions and dates. It describes the Online Harms Monetisation Dashboard in prospective language: it will estimate revenues across the open web and social platforms. This is a stated product direction, not proof of a deployed dashboard. Its approximately USD 200 million annual redirection figure is GDI's estimate attributed to its and partner organisations' work, not an independently tested outcome here. The page neither confirms current DEL distribution through another supplier nor establishes that all such distribution ended.

Its invitations to peers and academics to critique methodology are not an affected publisher's appeal instrument. The three selected records do not disclose a publisher notification entitlement, reasons/evidence procedure, correction or removal deadline, independent appeal, or propagation of corrected ratings to customers. Those instruments are unacquired, not proved nonexistent. Oracle's privacy opt-out/DSAR continuity during wind-down concerns a different process and cannot fill this gap.

The strongest rival to a present-tense exclusion-network account is documented channel retirement combined with an unresolved current distribution route. Conversely, the retirement notice cannot establish that historical signals had no continuing use. A high-value next record would be the historical GDI–Oracle licence/service description or a current distribution agreement specifying publisher review, update/deletion propagation and recipient discretion. No further acquisition is undertaken in this packet.

The indexed GDI 14 April 2022 Jounce announcement redirected to the current blog on ordinary web-reader opening; the historical article was not acquired or used to create a partnership edge. An indexed 2022 GDI policy PDF returned InternalError in the web reader; the parent replaced that planned third record with Oracle's consequential end-of-service policy, and that PDF route was closed without another attempt. No secondary controversy accounts, list entries, harmful-content endpoints or operational customer systems were read. The root's Oak article is a separate source and was not duplicated.
