Oak's 2023 Annual Report, PDF/printed26, lists Global Disinformation Index — USD903614 (3 years), described as core support to expand technological solutions addressing online disinformation. The report's PDF6 frames its lists as 2023 grant-making. It supplies no exact approval/start/end dates, instalments, contracting legal entity or GDI grant conditions. The three-year amount is not annual expenditure or cash received. PDF4 identifies Oak as a group of philanthropic organisations in multiple countries; the .dk hosting location does not identify a Danish legal grantor. The same original page26 lists three already relevant rights organisations: National Council for Civil Liberties (Liberty), USD783133/3years core support for public/policymaker human-rights work; Open Rights Group, USD437349/3years to support refugee/migrant-sector opposition to data collection/sharing and technologies driving immigration controls; and Privacy International, USD1138554/3years for privacy protections and safeguards against surveillance/data exploitation. These earlier awards strengthen the common-funder/divergent-intervention evidence. None is a verified earmark for the later TCN complaint or Statewatch/ORG letter. Do not calculate the litigation budget from these amounts or claim the June2026 DFF grant was the only possible prior source of resources.
Oak's [3 July2024 programme story](http[local research file] repeats the report's GDI account: it explicitly supports reducing the commercial incentives of disinformation and describes the Dynamic Exclusion List being licensed to agencies, brand-safety firms and other businesses. It portrays the product as an input to advertisers' choices. Its descriptions of neutrality/independence are Oak's descriptions, not independently established ratings of GDI. The article attributes an estimated USD200million annual revenue reduction and an80percent fall to co-founder Clare Melford, who expressly disclaims sole credit. No underlying measurement, counterfactual or transactions were acquired. The surrounding coverage/list figures are historical, including a June2023 assessment date; none is a verified September2026 operating statistic.
This establishes a deliberate donor-supported capacity aimed at the revenue channel. It does not show Oak selecting websites, approving classifier rules, ordering a particular advertiser to stop spending, or commanding a government. The counterpart/product records are needed to show how the classifications become selectable restrictions, and whether a historical delivery route still operates. A common donor can support efforts to constrain commercial misinformation and efforts to limit surveillance without holding a single uniform position on every technology or legal power. That observation does not establish universal independence from grant conditions.

The article and annual report repeat the same narrative and attributed GDI estimates; they are not two independent outcome confirmations. Their references to IPIE and Foxglove are context, not an opened research branch or independently verified litigation/UNESCO findings.
A finite exact-term search of retained Oak2025 report text found no GDI match; this does not prove funding or the organisation ceased. A whole-case label/source/lead search found no exact GDI record before this run. Initial substring matching for IPIE falsely matched recipient; a corrected word-boundary search removed those irrelevant results. No conclusions were drawn from them.
