Westpac's 2024 programme report records a $25 million six-year commitment beginning in 2021 for ICMEC data and knowledge sharing. Its Australian-project section names Lighthouse, a data application for banks and payment platforms, and Westpac participation in the SaferAI launch. The report uses both commitment and provided language; this is not a verified payment schedule. Its outcome footnotes explicitly say recipient information was not independently verified. The bank website's three-year grant description and this six-year programme description need the original agreement and amendments, not arithmetic invention. AUD is inferred from the Australian reporting context; the line itself prints only a dollar sign.
The September 2020 Westpac response plan already promised $25 million for cross-border and cross-industry data sharing after AUSTRAC's proceedings. This amount is a precursor, not another funding flow to add. The recovered plan is bank-issued, not a court order mandating a grant. Westpac's April2026 update reports FY25 data projects supported by its funding and separately describes continued SaferAI convening; it supplies no coalition-specific allocation or editorial approval term.
ICMEC Australia's own current account says it began as an affiliate in late2021 and now operates independently, with its own governance. It also describes foundational funding ending and a search for ongoing sponsors and project support. That creates a specific renewal/dependence question. It does not establish that the Australian and international organisations have common current command. The transition instrument remains missing.
SaferAI's terms, drafted September2025 and circulated January2026, allocate membership and partnership determination and project guidance to ICMEC Australia in collaboration with members. They also permit a partner category that participates without normal public website listing or project attribution. This proves the public roster is not designed as a complete attendance record; it does not prove that a particular unlisted institution participated. Attribution consent, output clearance, attendance and the category register are the decisive next records. Meeting confidentiality alone is not evidence of improper conduct.
The Australian 2024-25 impact report describes operational Lighthouse searching and analytic functions for suspected child-exploitation data, with financial-sector and law-enforcement uses. It lists Jodie Arthur both as a non-executive director and a Westpac financial-crime executive. This is a resource-plus-governance connection. It does not establish donor nomination rights, her vote on any policy, or a bank action taken from an alert. Provider licences, provenance, access agreements, correction rules and de-identified alert-to-action records could distinguish those steps without seeking sensitive underlying data.
Colm Gannon's 4May2026 article advocates device-centred age signals, arguing for reduced repeated disclosure, while acknowledging friction and circumvention. It reports a meeting with Mongolian parliamentarians and officials. This is actual public advocacy; third-party technical implementation claims in the article were not adopted as independent facts. No Westpac age-policy earmark or US drafting instruction was found.
Virginia's JCOTS annual report records Cunningham's November6,2024 device-based age presentation and the commission's questions. Its December3 proceedings explicitly say Senator Craig's device-age bill concept resulted from that presentation and that she submitted a DLS draft request. This is an unusually clear institutional counterpart for agenda uptake. It is not proof of enacted legislation or authorship of every later provision. The international ICMEC2024 report lists digital age assurance among its programmes and identifies general2024 donors. That refreshes the earlier2023 general acknowledgement snapshot, but it does not disclose amounts or any age-policy earmark. Named general support must not be attributed to the Australian operation or to a specific bill without allocation records.
