9 September2026. Root acquisition closed. This is the Tech Coalition capacity/support lane of the ROOST adoption run. It establishes a concrete support programme and published obligations, not a named ROOST deployment or a compulsory classification standard.
ROOST's previously retained10February2025 launch letter credits Tech Coalition expertise and quotes Sean Litton supporting wider tool adoption through capacity building. This is collaboration, not proof Pathways supplied ROOST code or licensed a particular model. The Coalition's [18July2024 launch](http[local research file] described policy-writing and reporting guidance, technology-licensing opportunities and prospective membership development. Giphy/Rec Room testimonials endorse the programme; they do not demonstrate tool installation. Current eligibility wording should not be silently backdated to this announcement.
The [18December2025 year review](http[local research file] reports67 participating companies that year, five new resources, two fireside chats and an initial Elevate pilot preparing firms for possible membership. These are the operator's activity counts, not independently verified outcomes or a ROOST user count. Root read the complete substantive body; other programme numbers are not new findings here.
The [current Pathways page](http[local research file] offers no-cost guidance and peer support to eligible company employees handling user content/communications. It excludes current member-company staff and vendors without that function; applicants are reviewed. Membership is neither required nor guaranteed. PhotoDNA is an opportunity to apply for a free sublicense through the Coalition, not automatic access, hash-database entitlement or installation. Topics include policy drafting, reporting and generative-AI safeguards. The intake explicitly requires agreement to terms including confidentiality. No intake was submitted, restricted resource hub entered or license application made. Publication/revision date is unverified; this is the9September2026 page.
The [published non-member terms](http[local research file] clauses1–9, make continued use acceptance of discretionary updates, require accurate registration and reasonable efforts to answer information requests within three months, and grant a revocable, nontransferable site licence. They restrict copying to specified internal uses. Mentoring information carries confidentiality obligations and limited internal sharing. Crucially, clause7 leaves whether/how to use the materials to the user's discretion, calls use voluntary and disclaims a legal/community standard. This demonstrates access/IP/confidentiality conditions alongside retained implementation choice, not an exercised direction to remove content. No executed participant agreement or enforcement event was acquired. Root read all nine clauses through the primary reader; no legal enforceability opinion is offered.
The [Tech Coalition Elevate page](http[local research file] offers tailored consulting, risk/maturity assessment, implementation support and mentorship to members, Pathways participants or other companies. Membership is unnecessary. Pricing depends on scope/expertise/support and is set in a tailored proposal; there is no published fixed fee or acquired payment. It can complement free Pathways or membership services. The actual proposal/deliverables/approval rights remain unknown. Its form links a different /terms/ page, which was not acquired: Pathways's detailed clauses must not be treated as the consulting contract.
This is not Christchurch Call Foundation's Elevate. Different hosts and stated programmes establish distinct identities despite the shared name. The Canadian CCF contribution must not finance the Coalition's consulting service by name matching.
[Stability AI's announcement](http[local research file] published11February2026 according to retained page metadata, reports Pathways participation in2025 and subsequent Coalition membership. It names guidance/peer learning, not ROOST adoption or Lantern access. Full substantive announcement read; latest modification metadata is2March2026.
An earlier [company email published by the Brennan Center](http[local research file] PDF64–66, is attributed to Ana Guillen and dated21January2025. Page65 instead says Pathways was joined in July2024. The date accounts conflict; exact enrolment is unresolved. This is an attributed company response in a third-party compilation, not independent corroboration of safety performance. Root read those three pages, not all72 or linked safeguards. The other initiatives on those pages were not followed into new branches.
Advice can travel through a selective, confidential support relationship and lead into deeper consulting or membership without transferring final platform decision rights. That structure is more specific than calling all cooperation open or all support coercive. Here it provides an adoption pathway and conditions on resources; no named ROOST configuration, content order, donor veto or actual PhotoDNA sublicense follows. A worked recipient support agreement and its implementation record would distinguish normative influence from exercised authority.
pathways-captures.json holds seven successful public originals: six HTML pages and one72-page PDF, with exact URLs, UTC capture times and byte hashes. Root read the substantive HTML bodies as scoped there, all nine Pathways clauses and PDF64–66. Derived plain text is labelled separately. The initial fitz import was unavailable; one pypdf substitute succeeded. The Elevate primary reader errored; one ordinary GET succeeded. Closed CCF/GitHub/registry routes were not retried. Four initial discovery queries and one focused eligibility query identified the records; unrelated search results were not evidence. No forms, accounts, outreach, model inference or payment occurred. Acquisition stopped for the combined forest.
