Canadian TCAP delivery and sponsor acceptance — bounded return

Acquisition closed: 9 September 2026. This is a candidate research note, not a canonical-case edit. It builds on the accepted ../quantspark-finance-wave-2026-09-09/canadian-awards.md, read before this inquiry. Original custody and hashes are in canadian-acceptance-captures.json.

Finding that changes the map

A publicly released departmental status document records Canada partnering with Tech Against Terrorism to formally launch TCAP 2.0 at the Canada Centre's event of 1–5 May 2023. This earns a dated government participation/delivery relation. It does not establish acceptance of either grant workstream, completion of Phase 2, a contractual milestone, or authorization/payment of a particular instalment.

The same October 2023 document records Canada Centre–US National Security Council coordination on engagement with TAT, and reports a US funding process for TAT linked to Christchurch commitments. These are substantive governmental coordination and resource-mobilization relations, alongside the launch. The acquired Canadian record supplies the attribution; it does not identify a completed US award, paying agency, amount, conditions or payment.

The public structure therefore includes intergovernmental engagement around TAT and a reported US funding process, as well as the Canadian agreement → stated workstreams → joint-launch chain. The Canadian sponsor's specific acceptance and financial certification record is still missing. A launch near the beginning of the disclosed Phase 2 term can concern an initial release while further development continues.

S1 — departmental record of coordinated engagement, launch and funding process

Original: [Public Safety Leader-Level Commitments and Roadmap Items, CAN033380](http[local research file] Internal document updated 5 October 2023, visually confirmed; publicly released in PIFI Canada Release 033, 12 August 2024. The old Protected B marking remains on the copy, alongside the public-release marking. It is an openly published commission exhibit.

Read scope: first four of 22 PDF pages, including table context; visual inspection of all four pages, with page 2 added during the local refinement. No claim to reading later pages. Page 1 establishes the Background / Current Status / Next Steps columns. Pages 3–4, rightmost Next Steps column, report the completed joint launch at the event of 1–5 May 2023. Page 2's general “On track” status concerns broader commitment 36 and is not TCAP grant acceptance. The adjoining Phase 2 capability description remains prospective. Do not attribute grant-approval authority to officials merely listed in the broader coordination row.

Institutional context, scoped to this 5 October 2023 internal status account: PDF2's Background column, Commitment 36 / Prevention, says the Canada Centre worked with the US National Security Council on engagement with TAT concerning support for small social-media platforms addressing terrorist exploitation. The visual column alignment has been checked. This reports coordination around a named intermediary, without documenting who drafted particular classifications or could order a platform decision. Its separate OECD bullet does not make OECD part of the TCAP award.

PDF4's Next Steps column, continuing the joint-launch paragraph from PDF3, reports that the US was in the process of granting funding to TAT and links that funding to advancing Christchurch Call commitments. It earns a Canadian-department-reported US funding process as of October 2023, not an executed or paid US award. The passage does not name the US awarding agency, agreement, amount, exact application/approval stage, conditions or payment. The NSC engagement and US funding statements should remain separate relations; the latter does not identify the NSC as the funder.

S2 — exact recipient and promised outputs, not acceptance

Original: [Public Safety Canada backgrounder, 3 May 2023](http[local research file]

Read scope: title/date/overview and the complete Recipient: Online Harms Foundation / TCAP Phase 2 entry; adjacent entries only as extraction boundaries. It names CAD1,945,904 and describes a protected archive, broader classification coverage and development of a moderation workflow tool. The prospective wording does not certify delivery. Its promotional database-size characterization is a departmental assertion, not an acquired independent performance measurement.

The exact amount and recipient corroborate the previously retained disclosure for agreement 22841; this is another source for that same award, not another allocation. The entry does not split the award between workstreams, specify acceptance tests, attach a reporting schedule, or disclose paid cash.

S3 — reported agreement execution during 2019–20

Read scope: complete Countering Radicalization to Violence subsection, including the TAT box and funding-agreement paragraph; report title, errata notice and current footer date. This is not a full departmental report audit. The current page says modified 9 April 2025; its reporting period remains 2019–20, and this inquiry did not establish its original online publication date.

The department reports six signed funding agreements in 2019–20 and includes a rounded CAD1m TAT agreement. This supports attributed government reporting of execution during that fiscal year. It does not supply the executed instrument, exact signature date, payment receipt, or evidence that the repository had already been completed. The precise contribution value and legal recipient remain sourced to the earlier disclosure records. Do not convert the rounded number into a competing exact total.

S4 — programme contribution narrative adds no acceptance test

Original: [Contributions du gouvernement du Canada à l'Appel de Christchurch 2022–2023](http[local research file] Full substantive French body read. Current footer modified 26 June 2025; the title's 2022–23 period is distinct from that maintenance date.

The account recalls the 2022 TAT funding announcement and the subsequent Canadian conference and financing announcement. It provides no project evaluation, milestone certification, acceptance standard, or payment authorization. Its broader digital-citizenship and law-enforcement discussion was not converted into TCAP funding or operational control. This is a government contribution narrative, not a programme evaluation or project audit.

Prior records retained without upgrading their state

Agreement 21415: QuantSpark Foundation, initial CAD1,155,622.44; amended total CAD1,256,688.09, with the prior packet preserving the one-day start-date discrepancy and the 22 November 2021 amendment. Agreement 22841: Online Harms Foundation, CAD1,945,904, disclosed term 1 April 2023–31 March 2026. The exact detail records and amendment are already retained; they were not reacquired. Legal aliasing to company 11656320 depends on the separate registry evidence, not the Canadian records themselves.

The earlier packet's current CRF terms show a reporting/payment framework but are modified 25 May 2026. They must not be silently imported as the actual 2020 or 2023 executed agreement terms. No new current-programme-rule edge is warranted here.

Finite search and closed frontier

Results supplied the released status exhibit and official reporting above, existing award-disclosure duplicates, announcements, and tangential records. Paginated disclosure snippets were discovery only; no inference from their surrounding unrelated entries. The 2022–23 departmental report and February 2026 briefing appeared in search results but were not opened or treated as independent acquired acceptance evidence. Parliamentary testimony and recipient reports were left to the delivery lane, because recipient performance assertions do not themselves establish sponsor approval. No programme evaluation was promoted to project acceptance.

The French online-extremism page supplied the Christchurch report link. An initial combined tool result was wholly truncated and counted as unread; a single re-open of that link succeeded. The report's English-language link returned a web internal error; the French original and full substantive text sufficed, so there was no retry or proxy. Four ordinary public GET captures succeeded with status 200. Previously closed award routes were not repeated.

Precise frontier: executed agreements 21415 and 22841 and their schedules/amendments; the recipient's dated interim/final workstream reports; the department's comments, acceptance or deficiency decision; and any linked payment certification. The likely record holders are Public Safety Canada's Canada Centre/CRF grants administration and the recipient for its counterpart copies. No request has been sent. Public non-location in this finite pass is not proof those records do not exist or that the project failed.

A discriminating next record would match an actual archived-data or workflow-tool deliverable to a specified agreement milestone and show the responsible official accepting, conditionally accepting or rejecting it. Until then the rival explanations remain ordinary staged development after launch, departmental endorsement without published contractual acceptance, or further review/conditions whose records are not public in this corpus. The present evidence does not select between those explanations.

Local refinement record
