The [5 May 2023 launch account](http[local research file] dates the Ottawa presentation to 1 May. TAT described Phase 2 as underway: building an archive and hashes, with new crisis-response/threat-to-life APIs. It attributes a supportive statement to Canada Centre executive Robert Burley and connects the programme to Canada's Christchurch Call commitments. This is an event account with attributed government remarks, not a milestone sign-off or payment record. Claimed totals were over 44,000 unique URLs and 25,000 alerts to 100 platforms. The embedded video was not inspected.
The [21 December 2023 review](http[local research file] authored by Hadley, connects TCAP development to Public Safety Canada support, describes a Microsoft AI-detection pilot, and says Altitude was being built with Google Jigsaw. It also reports an implemented tiered system and alerts covering unofficial supporter-media outlets and attack-preparation material. This supplies an operator account of expanded coverage, rather than making every prospective tier operational. Its claims about policy participation and successful disruption were not independently validated here.
The [20 December 2024 review](http[local research file] reports an archive exceeding 46,000 files, over 182,000 hashes, and media/URL hash-sharing APIs. It describes a developed LLM for TCAP identification/classification with Public Safety Canada support, and Altitude co-development with Jigsaw. It reports a trusted-flagger programme enabling selected subject specialists to alert designated propaganda. These are attributed implementation claims; the article supplies no model-validation results, project-cost allocation, executed licence or government acceptance. Reported cumulative URLs, alerts, entities and archive counts describe different units and must not be added. The separate Australian-supported crisis team and European programme are not recast as Canadian-funded work.
The organisation's [31 December 2025 update](http[local research file] reports a March 2025 interface relaunch, 10,349 added archive files, one 30-day period with 10,000 alerted URLs, and hash/URL sharing with approximately six major technology companies. It describes systems as auditable but supplies no completed audit. Its account of trained specialist flaggers adds a claimed submission channel. Statements about further AI-company engagement and identifying potentially dangerous individuals are forward-looking priorities, not proof of a deployed population-surveillance system. No recipient roster or case-level removal/restoration evidence is supplied.
The short [9 January 2023 Jigsaw announcement](http[local research file] describes early collaboration on a prioritisation tool ingesting TCAP URLs. The primary indexed reader delivered the announcement; the ordinary GET returned404. Retained HTML is the error response, not an original of the announcement. The later2023/2024 accounts independently establish what TAT subsequently said about this collaboration; none is independent of TAT as an institution. Actual Altitude stewardship/code is examined in the separate product lane.
The retained [second TCAP transparency report](http[local research file] PDF28–29, describes collection, human verification/classification, database submission, hashing/archiving, advisory email alerts and automated availability checks. Provider moderation is expressly discretionary. Its offline metric tests availability at a submitted source; it is not a direct observation of why the item disappeared. PDF33 distinguishes official group material in the then-policy from supporter content; later expansion should be dated rather than silently projected backward. PDF34 reports public consultation and a legal review commissioned by TAT; the full legal review is privileged and the shorter version requires a request. Neither was acquired. Root additionally read PDF5–6 programme/statistical context in this lane. This limited read does not include every chart or all40 pages.
These accounts create a time-ordered delivery trail that fits the disclosed archive/classification/workflow workstreams. That fit is an inference, not a contractual allocation: no acquired budget annex shows which of Altitude, the LLM, the archive or an API was paid from agreement22841. There is no need to invent one fully integrated product to explain the record. A shared archive can supply signals to multiple systems; a workflow tool can mediate provider decisions; government support can fund development while particular data and enforcement decisions remain private. The public product and Canadian lanes must resolve their own parts.
The highest-value missing evidence is a specific delivery/milestone schedule joined to acceptance and costs, plus the operative rules for classifier selection, access, redistribution and correction. A funding announcement, an operator's product statistic and a subsequent offline URL each answer a different question. None alone supplies the intervening command chain.

Five targeted queries sought later TCAP reporting, Phase2 outputs and Jigsaw/March2025 developments; the first mistakenly used site.techagainstterrorism.org rather than site: and is not counted as successful domain restriction. The initial combined search output truncated; relevant sources were subsequently opened/read in full substantive scope. One mistaken link click returned the same category page; its actual launch link was then read. ISD/ResearchGate snippets were discovery only, not findings. No new broad institutional branch opened.
