The4June2026afternoon WIPO webcast page supplies an indexed automatic transcript: http[local research file] . Root's direct200HTML is only the app shell and contains no transcript. The indexed text explicitly warns that it is generated automatically and only original speech is the official proceedings record. core-transcript-scope.md is root paraphrase and locators, NOT verbatim transcript or an audiovisual original. There is no claim of complete-session reading, transcription fidelity, or original speech inspection.
Activities§13 reports BRIP finished a manual pilot in2025 with a small rights-holder group and two major payment providers, then began online-platform development in2026. Deck7 supplies the more exact window November2024–August2025, six rights holders, two PSPs,17actions and35sites. The broader statement 'pilot conducted in2025' on deck4 is consistent with this spanning window; it must not erase the2024start.
Deck4 names Mastercard and PayPal, alongside other PSPs as the intended/global cooperation class. Deck7 does not individually identify the two pilot PSPs or six rights holders. The automatic transcript says the interface currently under development offers PayPal and Mastercard. None of these independently names the two historical pilot providers. Illustrative Adidas-labelled screens likewise do not prove Adidas joined the pilot or signed a programme contract.
The target described by§13 and deck3–4 is websites predominantly offering/selling counterfeit goods or subscription services offering pirated content. This is a programme scope claim, not a validated finding about any particular site, a consumer-identification duty, or a universal restriction on lawful purchasing. WIPO receives right-holder claims and checks completeness/required attestations. Deck5 assigns WIPO hosting, notices and requests for review, aggregation and access for PSPs. Deck4/§13 leave whether to act and whether merchant-account termination is warranted to each PSP under its existing policies. No WIPO adjudication order or instruction to terminate every listed merchant is established.
The scheme reduces the coordination work needed for allegations to reach payment providers. That infrastructure/resource mechanism is supported by the described roles; an inference that WIPO thereby controls every provider decision is not. The general Mastercard/PayPal policies investigated in a parallel lane must not be silently treated as incorporated ALERT-PAY terms.
Visually inspected deck6 describes an authorized right holder identifying a site, simulating a purchase and sending a first merchant/alternative-contact notice. After3workingdays the right holder applies to WIPO. WIPO checks completeness and sends a second notice; after another3workingdays it includes the site for PSP assessment. These are successive design stages, not a proved six-day maximum or an observed case timeline. There is no specified deadline for WIPO's completeness work in this diagram.
The automatic transcript materially qualifies the abbreviated diagram: it says inclusion follows the second3workingdays without a response. It describes actual or simulated purchases as depending on the PSP's requirements, and says actual test transactions were not conducted during the pilot because providers said they were unnecessary. Preserve this as the presenter's automatically transcribed account, not an independently inspected transaction record. The demonstration's transaction checkbox and optional-looking financial fields are consistent with variable collection, but do not prove backend validation rules.
Deck4 promises notice/review to protect operators; deck5 makes WIPO the administrator of review requests; deck16 shows a review-requested state. The presentation does not disclose who resolves a contested infringement on its merits, evidential burden, representation/translation provisions, proof of delivery, listing status while review is pending, review deadlines, liability allocation, or binding recipient correction/restoration rules. Those are specific unacquired instruments, not evidence that no safeguards exist. No imported advertising-only limitation or Brazil60dayreview clock applies automatically.
Slides9–14 display steps for URL/provider selection; existing or newly registered IP rights with jurisdiction, registration and certificate image; descriptions/evidence of goods; seller and registrar contact routes; transaction/checkout evidence; and a recorded right-holder notice with copy upload. Slide13's financial-account field requests redacted/encrypted information. It establishes a displayed data-handling instruction, not verified encryption or retention practice. The seven-step header includes a declaration stage, but its actual attestation text is not shown in these inspected screens.
Slides15–17 show formalities status/timeline, review/waiting/ready states, PSP feedback, pending feedback and recipient outcome categories. Illustrative fake/test domains and sample identities/dates must not become actual incidents, contributors or account actions on the map. In particular, same-day dates in an illustrative screen do not prove that actual cases bypassed the staged waiting periods. No listed demonstration domain was opened. No underlying platform, deployed revision, access rules or runtime behavior was inspected.
Deck8 reports71percent removed, defined beneath the headline as flagged sites offline OR goods removed. Deck7's17actions/35sites is not a count of17merchant terminations. The automatic transcript similarly describes flagged sites or infringing listings removed, and reports some false branding: provider logos did not always correspond to an actual payment service. Thus an apparent logo does not establish a payment relationship or a route that can be cut off.
Neither acquired source supplies the numerator/rounding method, per-site dates, denominator consistency, classification accuracy, permanent removal, individual PSP decisions, the number of merchant accounts terminated, revenue prevented, a counterfactual, or an independently audited outcome. The public aggregate cannot isolate voluntary operator response to notices from registrar action or PSP enforcement. The presenter's report that participants considered the pilot useful is participant feedback, not an evaluation independent of the programme. The deck's prediction that broad adoption could be disruptive is a projection, not measured global reach.
Deck8 says the system is under development at the June presentation. The automatic transcript attributes interface construction to an on-staff software engineer working for the preceding2–3months and says completion/availability is hoped for soon. This supplies an attributed staffing/resource input, not a name, employer contract, budget or completed launch. The parallel resources lane seeks later dated status and specific funding evidence.
The indexed automatic transcript records Brazil objecting that document18/40 was unavailable before the discussion, limiting preparation, and a Secretariat apology/promise to publish the presentation. The official16June publication metadata confirms later public posting of this document; it does not prove deliberate suppression, privately shared alternative terms, or the exact reason/timing for the delay. Brazil's broader AI/enforcement criticism is a separate intervention and is not adopted as a factual finding about ALERT-PAY.
Highest-value gaps are the versioned right-holder/PSP participation instruments, authorized-contributor eligibility and attestations, contested-case review rules, pilot case-level action/outcome table, exact participant roster and any later public go-live/acceptance record. A redacted worked notice, response, decision and recipient correction would distinguish notice-induced compliance from account exclusion and show who can reverse which stage. No claim of a PIPCU input, Steam intervention, bank-owner instruction, stablecoin infrastructure or shared command centre follows from this packet.
