Its three-page comments, dated 31 October 2025, say the organisation participated in the December 2024 workshop and was answering a request to review Designing for Safety: Preventing Grievous Harm Before It Happens. Page 2 requests clearer age-assurance error rates, fallback procedures and data-minimisation practices, citing a New York proposed-rulemaking model. Page 3 supports safety education in engineering/company leadership and proactive detection. This is a specific contribution to trace; no recipient acknowledgment, accepted edit, payment or encryption-list authorship is established. All three pages were read, and the PDF's outgoing links were inspected for a draft link; none was identified. “End-to-end reporting flows” on page 2 is not E2EE guidance. Both the PDF and the listing HTML were captured by ordinary public GET with HTTP200. The PDF is 134,371 bytes, SHA-256 41c0f4bd80c977d2b8647edee6efd14ba2c5cd7ec9c216fd7b154ed7b5fbede2. The listing is 103,581 bytes, SHA-256 2319a52809690ceb8f8da2e3a667a4249c238846f621dfcb70a1d84e0b5fe46c. They are the same publisher family, not independent confirmation of receipt. The date printed on the letter is not proof of its public-upload date. The listing reading scope was the two relevant links only.
The [eSafety disclosure log](http[local research file] as retrieved through the search index, identifies Log118 as FOI25139, listed 5 September 2025: non-legal eSafety/X correspondence from 1 January to 23 June 2025; eighteen documents partly released and four wholly exempt. It lists redactions under sections22,37(2)(b),47E(d),47F, but provides no allocation to particular records in the inspected entry. The listing date is not treated as the decision date. Its general statement says documents are published for twelve months and older records remain available on request. Direct page-open returned InternalError; one ordinary GET timed out after twenty seconds. Only the indexed entry/retention statement was preserved, not original HTML. Those four unidentified exempt records must not be described as draft attachments. No full decision notice or document schedule was obtained. This is a release-summary observation, not legal advice on the validity of exemptions.

The main web-reader still omitted Document13's first page, PDF20; the exact filenames are therefore specifically an indexed-primary-document observation. Existing Document19, PDF30–31, remains the read evidence for the content outline and markup invitation. Neither attached DOCX was acquired, and the outline does not establish any recommendation's wording. The changed URL query parameter is not evidence of a changed PDF version. Preserve source ID w5-enc-s-foi and append this narrower observation; do not duplicate the source or invent an original PDF hash.
Bounded searches covered the exact AttachmentA/B filenames, the distinctive draft title, FOI25139/LOG118 plus decision terms, and a Right to Know domain query. Exact filename results returned the official email record, not a downloadable draft. The genuinely new public path was the Common Sense Media comments and their publisher listing. No later redline, disposition table, decision schedule or underlying October draft emerged within that search boundary. This is not an exhaustive absence finding.
The timing matters: October2025 lies outside FOI25139's January–June2025 window. The new comments demonstrate a later review opportunity but cannot establish when particular final text appeared. Three obtainable record families are now precisely identified: the two named May DOCX files with returned edits; FOI25139's decision and schedule explaining attachment treatment; and the October review invitation, circulated draft, receipt and comment-disposition records. The separating observation is a dated version/redline with an attributed change and editorial disposition. A refusal, an already-existing passage or a rejected suggestion would narrow the influence claim.
Stopping condition met: named records sharpened, release scope and unresolved exemptions recorded, and one new contributor-owned public path acquired and read. No unchanged GET retry of the toolkit or original FOI PDF, no outreach, submissions, payment or canonical edits. Toolkit technical-reference tracing belongs to the root lane.
Local custody: draft-csm-comments.pdf, draft-csm-filings.html and draft-capture-manifest.json retain originals and hashes. draft-foi-filenames-index-extract.json and draft-disclosure-index-extract.json are expressly derivative captures. draft-candidate.json proposes four new nodes, seven edges, three new sources, one stable-source observation update and three leads.
