Nominet exercised domain action: reported requests and reversals

The inspected reports document IWF suspension requests, but do not identify their domains or publish an individual decision trail. They also report reversals and requests that did not lead to suspension. These demonstrate reported operational activity and limits; they do not establish wrongful decisions, independent verification, or rights created by Nominet's funding of UKSIC.

The IWF metric is expressly a request. Neither a case-specific successful suspension nor an IWF reversal is established by the aggregate columns. Do not derive either from a zero total of unsuccessful requests. The source does not reconcile the IWF-labelled metric with the agency totals; it must not be added to the reported suspension total as an extra domain. No UKSIC consortium-labelled request or named IWF-origin domain case was located in this pass.

Requests, decisions and implementation

Both one-page reports and the2025 spread depict agencies notifying Nominet, Nominet making administrative checks, and Nominet notifying the registrant and working with the registrar to suspend the domain. That is their summary of the law-enforcement process; it does not prove IWF is a law-enforcement agency or that its requests use every step of that route. Current eligibility, discretion and challenge rules must come from the parallel policy packet. The named examples in the reports belong to Domain Watch phishing categories, not the IWF case path.

The2023 report explains that a non-suspension can reflect previous suspension, a court-ordered transfer, or subsequent compliance. It attributes reversal to cessation of the offending behaviour followed by confirmation from the enforcing agency. Its19 reversals are therefore not19 adjudicated false positives, independent appeals or reinstated IWF domains. It also reports1,058 proscribed-term flags and no domain suspensions, separating an automated flag from final action. No registrar names, individual certification, applicant correspondence or restoration trace accompanies the IWF statistic.

A different positive correction account

The [1 December 2020 Nominet announcement](http[local research file] retained as an indexed-primary body after full-reader failure, explicitly assigns 5,006 suspensions pending checks and 558 completed registrations to Domain Watch. This prose corroborates the category assignment without relying on the one-page PDF's ambiguous extracted column order. That is positive Nominet-reported movement out of a hold, distinct from the 15 Criminal Practices Policy reversals. A separate paragraph reports 3,811 COVID-related holds and 1,568 completed checks as of 28 October 2020. The categories must not simply be added; overlap is not resolved. None proves that an initial flag was unlawful, that all false positives were remedied, or that an IWF request was reversed. This is the same publisher's corroborating account, not independent verification of individual outcomes.

Nominet's [9 December2021 announcement](http[local research file] is available here only as an indexed-primary body after reader failure. It distinguishes539 separate law-enforcement requests from3,434 suspended domains for the year to31October2021. A request can therefore concern more than one domain; report vocabulary must be retained rather than treated as a uniform unit across all years. It also reports no IWF requests in that period. No full-page or original-byte read is claimed for this announcement.

An indexed passage of [Nominet's retrospective on IWF's2020 report](http[local research file] says there were11 CSAM reports in .UK but no domain suspensions were necessary after investigation; it gives search-result deindexing as a more appropriate intervention in an example category. This is a Nominet account, not11 cases independently reviewed here. The full article returned429 and the route is closed. Its exact publication date was not established. The passage is useful because content reports, IWF domain-suspension requests and domain actions plainly need not be the same thing. Other numerical ratios in the indexed passage were not adopted or audited.

Scope, limitations and next record

Read the complete substantive textual extraction of each one-page2020 and2023 report (including category descriptions and example labels); read the2025 Impact Issue's complete Criminal Activity spread, PDF9/printed16–17, reader lines971–1070. Surrounding pages appeared in the reader but no additional domain-case claims rely on them. No PDF facsimile was inspected in this lane. Four local .txt captures retain reader text, a clearly labelled scoped extraction, and indexed-primary article passages, including the subsequently reviewed 1 December 2020 category corroboration. Their SHA256 values are capture hashes, never original PDF/HTML hashes. exercised-action-captures.json records exact sources, dates, scopes and access failures.

Seven focused discovery queries tested IWF requests, recent reversals, UKSIC-labelled action and the older report-category contrast. No named IWF/UKSIC refusal or reinstatement was located; that is a scoped retrieval gap, not absence of such cases. Unrelated IWF acronym results and third-party commentary were excluded. The old2013 registration-review terms-of-reference lead was passed to the authority lane, not acquired here. No failed Nominet GET or FY2026 report was reopened.

The next discriminating record is the administrative file behind one of the publicly reported IWF requests: original notification/certification, the domain-level decision, registrar implementation, and any review/restoration correspondence. A redacted case record could resolve standing and exercised discretion without disclosing abusive media or a harmful-content URL. Likely custodians are Nominet's compliance/legal function and IWF's operational referral team. No contact is authorised or attempted. Until such a record is available, the supported relation is reported IWF requests plus Nominet's separately described domain machinery, not a completed proof that a funding relationship compelled suspension.
