Eva Behrens: public institutional connections

Observed 2026-09-05. Bounded public-source inquiry. No outreach, private access, paid access, or personal-life research. Roles, legal control, coauthorship, network membership, and funding are distinct edges. Parent research covers political access and Conjecture investors.

Findings

Behrens has material formal authority at Secure Future Research Ltd (company 15088415, the UK ControlAI entity identified in the parent investigation), in addition to the public-facing Special Projects Lead title. Companies House lists her as an active director appointed 22 August 2023 and an active person with significant control: more than 25% and no more than 50% of voting rights, plus rights to appoint/remove directors. Andrea Miotti is the other active director/PSC. Nicolas Moes resigned/ceased control on 7 November 2023. These are registered declarations, not proof of each person's day-to-day decisions. Do not call the voting percentage an equity share in a company limited by guarantee.

Her corroborated trajectory runs from European industrial/economic and innovation-policy work into AI policy research, then Conjecture operations and ControlAI. An October 2022 employer biography identifies her as a Center for Data Innovation policy fellow, with prior OECD fiscal foresight and Federation of German Industries industrial/Sino-European policy experience, and an MPA from UCL. May and November 2024 publications independently document her CFG and Oxford Martin collaborative work. Her own site dates the end of her CFG work to January 2025. Conjecture's May 2025 privacy notice names her as organizational contact. The current ControlAI team lists Special Projects Lead.

RECENCY: Her own website still labels Conjecture operations as current, but parent verified Connor Leahy's March 26, 2026 retrospective describing Conjecture's chapter ending. Treat Conjecture operations as a documented historical 2025 link, not confirmed simultaneous current employment. The most discriminating wider bridge is Talos Network: she self-reports membership, and the publisher's indexed alumni roster identifies her as a 2022 fellow. Talos acknowledges FLI, Coefficient Giving and Survival and Flourishing Fund support. However, the funding disclosure gives no dates or individual allocations, and expressly denies donor involvement in fellow selection, content and strategy. This is a funding-to-career-network connection, not evidence that these donors paid Behrens personally, financed her 2022 place, or command ControlAI.

CFG's disclosed seed backing from Dreamery and Tanka, plus subsequent general/program funding, describes her former employer's support. It is not a demonstrated funding path to ControlAI. Oxford/IAI publications show access to established policy research channels, not employment or official government authority at those publishers.

The UCL exact student page was search-indexed (2021-22 MPA cohort, mechanical engineering/East Asian Studies degrees) but opening failed; use employer-confirmed MPA only in strong findings. The former Polaris website linked by Behrens redirects to unrelated gambling content; discarded, no inference about the historical program or her. The BDI linked report failed to open; employer bio corroborates BDI work. OECD and Pour Demain targeted searches did not yield independent details; no repeated recovery.

No personal compensation, exact equity, private voting agreement, donor instructions, Behrens-specific government meeting list, or current Conjecture employment was established. Registered control is a direct power relation; most other findings establish professional formation, publication access or financial support to institutions. None establishes covert control or a common command structure.
