Andrea Miotti: documented institutional connections

This follow-up maps employment, formal authority, investment in a former employer, policy collaboration and political access. It does not infer common command from association. Most consequential findings
Miotti's strongest institutional bridge is Conjecture. An organizer's September 2022 event page identifies him as its Head of AI Policy and Governance; his September 2025 UK parliamentary submission calls his earlier job Head of Strategy and Governance. A June 2025 Apart Research event still describes him as an adviser to Conjecture, alongside his ControlAI leadership. Thus this was both employment and a later advisory connection. Conjecture's own founding announcement names Connor Leahy, Sid Black and Gabriel Alfour as founders; it does not name Miotti as a cofounder. [M01, M02, M03, M04]
Conjecture disclosed venture backing in April 2022 from Nat Friedman, Daniel Gross, Patrick and John Collison, Arthur Breitman, Andrej Karpathy and Sam Bankman-Fried, among others. It also said its founders retained complete company control. This is a documented investor network around Miotti's former employer. No investor amount, current ownership, investment in Miotti personally, or donation to ControlAI follows from it. [M04]
The bridge persists through people with current ControlAI roles: its about page identifies Conjecture cofounder Connor Leahy as US Executive Director, and Conjecture cofounder Gabriel Alfour as an adviser who helped Andrea establish ControlAI. The same page lists former UK Defence Secretary Des Browne as adviser, identifying his Nuclear Threat Initiative and European Leadership Network leadership. These are specific organizational access channels; their outside institutions are not thereby ControlAI funders or endorsers. [M05]
There is direct political access in the official record. Miotti testified remotely to Canada's Commons ethics committee on 26 January 2026 alongside Steven Adler, who appeared as an individual. Miotti said ControlAI had been invited to present a bill banning superintelligence to the UK Prime Minister's office, and that the bill had not passed. The committee appearance is independently documented; the No.10 invitation remains Miotti's statement recorded in testimony. He also described briefing lawmakers in the US and Germany. This is advocacy access, not a government appointment. [M06]
A September 2022 policy panel hosted by the Center for Data Innovation places him beside FLI's Anthony Aguirre, DeepMind's Alexandra Belias, Hugging Face's Irene Solaiman, and Kai Zenner, then head of office and digital policy adviser to MEP Axel Voss. It is a concrete earlier point of contact with the FLI and European policy worlds. It establishes coappearance, not an alliance or payment. [M01]

A secondary biography supplies a possible earlier transition through Brussels technology-policy consultancy BCW, as consultant/junior consultant approximately September 2021-June 2022, and LSE/Peking University public-policy study in 2019-2021. These details were not adequately corroborated in readable primary records. They remain leads, not established chronology. Search-indexed LinkedIn supported the LSE date range but did not expose a complete career history. No verified fellowship was found.
Governance and the financial boundary
The UK entity is Secure Future Research Ltd, company 15088415, trading as ControlAI. Miotti and Eva Christa Annelore Behrens have each been directors since incorporation on 22 August 2023; each has more than 25% but no more than 50% of voting rights plus a right to appoint/remove directors. Nicolas Michel Pierre Moes was a director and PSC until 7 November 2023. These records support shared legal control. They do not disclose which individual makes each operational decision. [L01-L03]
Control AI US Inc is separately identified in Germany's lobby register, where Miotti is CEO/authorized representative. The US board and inter-entity agreements were not established by this pass. [L04]
The already-read UK 2025 accounts disclose current assets of GBP7,587,477 and accruals/deferred income of GBP7,596,691, but omit the income/expenditure account and donor names. These figures are balance-sheet positions, not an annual budget. ControlAI's April 2026 USD50m yearly-budget proposal is a fundraising target. Neither source fills the upstream donor gap. No primary evidence in this workstream establishes a grant from Conjecture, the named Conjecture investors, Tallinn, FLI, CAIS, SFF or Open Philanthropy to ControlAI. Policy collaboration, separately from authority
The 2023 MAGIC paper proposes an exclusive multinational institution permitted to develop advanced AI, alongside an internationally enforced moratorium on other advanced AI development. Miotti coauthored it with Jason Hausenloy and Claire Dennis; Conjecture published it. This demonstrates an authored preference for centralized international control of advanced development. MAGIC is a proposal, not an existing institution or authority Miotti possessed. The text explicitly leaves political feasibility and specific legislative strategies outside scope. [M07]
Apart Research's June 2025 sprint is stronger evidence of institutional cooperation than a shared conference panel: it presented a ControlAI policy stress test, with ControlAI personnel including Adam Shimi, Max Winga and Tolga Bilge helping organize or judge, and Miotti giving the keynote. It links the policy-development and communications personnel operationally; it is not proof of a funding transfer between the organizations. [M03]

Material gaps and explanatory limits
The professional path before Conjecture is only partly supported by accessible primary sources. BCW and full education dates need direct employer/university/profile evidence; no inference about any government or political party follows from study or research assistance. The exact dates and terms of Conjecture employment/advisory work, share ownership, compensation and any continuing decision authority are unknown.
The capital bridge stops at the former employer. The sources do not identify ControlAI's major donors, earmark conditions, intercompany transfers, or whether any Conjecture investor supported ControlAI. Miotti's legal control and adviser network are concrete without resolving those money questions. The observed connections are compatible with a small, mission-aligned policy community exchanging staff, expertise and access; they do not by themselves demonstrate a hidden common command.
Later status correction from the parallel root investigation
Root independently read Connor Leahy's first-person retrospective dated 26 March 2026: https://www.ettf.land/p/conjecture-a-retrospective . Leahy describes the Conjecture chapter as ended, says its technical/product effort failed, and announces his move to ControlAI US in Washington. This follow-up therefore treats Conjecture employment and investment as historical; the June 2025 adviser title does not establish a continuing September 2026 role. Root also records Leahy's account of growing disagreement with effective altruism. Shared earlier networks should not be presented as a uniformly coordinated current bloc.
