Microsoft's draft rules are a governance proposal, not a compliance result

Microsoft AI's public draft is a proposed behavioral rulebook for its own MAI models, not every model Microsoft hosts. It is not yet used for training; a revised version is intended to guide development in 2027 onward.

The consultation announcement reserves feedback decisions to the company's drafting team. The draft's hierarchy places company constraints above operator configurations and user preferences; specialized capabilities require separate Microsoft review.

This is an evening catch-up: both pages were published at 13:00Z. The code page records a 17:44:20Z modification, but no prior version establishes what changed. A public draft is not proof of deployed compliance or an independent regulator.
