Enacted allocation of age-signaling responsibilities after negotiated legislative revision
California AB1043, the Digital Age Assurance Act, became Chapter 675 on 13 October 2025, with its age-signal framework operative in January 2027. It allocates age information across operating-system and application relationships, using four age bands and account-entered age in the chaptered version.
Chapter675 enacted October13,2025; age-signal framework operative January2027
Chaptered framework differs from ICMEC model and whitepaper; per-website approval and earlier download-consent gates not established in inspected operative text
The April 2025 analysis named ICMEC and Children Now as co-sponsors of a version with six bands and parental download consent. July analysis recorded Wicks's agreement to narrow application scope after stakeholder concerns. The enacted text uses four bands, includes data minimization and non-discrimination, and lacks the earlier parental-download consent and broad website scheme. Google and Meta publicly endorsed the bill in September; those statements do not identify the author of each surviving provision.
