Payment network with safety-support relationships and merchant-risk influence
Visa
Visa is a card-payment network appearing here through an ICMEC programme-donor listing, requests for action against sellers of deepfake intimate-image abuse, and a court-described historical investigation route. These connections concern financial infrastructure and risk decisions rather than a single common programme or policy.
A request, a donor credit and a historical case
ICMEC's supporters page names Visa without an amount, donation date or age-policy earmark. The 22 August 2025 attorneys-general letter asks Visa's legal representatives about controls and further action against sellers of deepfake nonconsensual intimate-image tools or content; it does not prove implementation or impose a general pornography ban. Separately, the 2023 eGumball v Merrick Bank opinion describes a Visa investigation followed by the bank's termination and reporting in an earlier dispute. That is a historical exercised route, not evidence of ALERT-PAY participation.
Sky names Visa among early PDC participants. Its September 14 financing story describes a planned approximately £50m setup equity solicitation, not closed funding. No participant-specific contribution, equity percentage or voting right was acquired.
Letter dated 22 August 2025; announcement 26 August. Actual dispatch/receipt and response not acquired.
Addressed to Visa legal representatives: asks present controls and further action enforcing existing terms/acceptable-use policies against sellers of deepfake NCII tools/content. Seller-level scope; no named bank instruction, adjudication, compulsory response deadline or confirmed receipt/implementation. Not a general pornography ban.
Historical2021 dispute; exact event dates not assigned here
2023 opinion describes Visa investigation followed by Merrick's termination/reporting. This is an exercised historical route, not an ALERT-PAY link or current universal Visa rule.
UK payment infrastructure: a planned raise, not an operating replacement
Visa and Mastercard's reported early involvement complicates a simple story of a new national system displacing foreign incumbents. The useful next records are subscription documents, incorporation and governance terms, design handover and procurement decisions. Until then, the mechanism is institution-building with unresolved financing and control, not a functioning replacement network.
Collective Shout's open letter is dated 10 July 2025 and posted 11 July. It asks PayPal, Mastercard, Visa, Paysafe and Discover leadership to stop processing transactions for Steam, itch.io and comparable platforms hosting the content it criticises. Signatories include Melinda Tankard Reist for Collective Shout; Haley McNamara, then NCOSE's Senior Vice President of Strategic Initiatives and Programs; and Professor Jon Rouse. These are public campaign endorsements, with no financial transfer or authority relationship stated. Original letter , read, including signatory list. The site's footer describes Collective Shout as a company limited by guarantee; its self-description is not substituted for the official registry.
