The account where policy becomes a practical restriction
Cash App
A consumer payments service operated by Block, appearing in both cross-platform safety reporting and regulatory action over customer restrictions.
Background
A Lantern case study reports Meta signals followed by Cash App investigation and action. The underlying case files were not inspected.
Separately, the January 2025 CFPB order requires specified notices and appeals to be decided within ten business days, with status changed as appropriate. It creates duties; it does not establish that every restricted customer regained access.
What the records show
Cash App → Cash App closure-help procedure
publishes Support and eligible-case review route
Current pages observed 9 September 2026. Terms display effective 7 February 2024 and update 26 August 2026; individual clause/acceptance history unknown.
Help directs customers to Support, then an eligibility screen and appropriate team; says up to 10 days, without specifying business days. It describes cash-out/pending-deposit routes but cannot establish unconditional withdrawal, actual performance or an external bank-account closure.
must use Cash App to access custodial balances under terms
Current pages observed 9 September 2026. Terms display effective 7 February 2024 and update 26 August 2026; individual clause/acceptance history unknown.
VI.3 says balances are separate from corporate funds and accessed through Cash App, not directly at custodial banks/brokerages. Limited agency/custody arrangement does not prove Block ownership of funds or that a custodial bank directed a closure.
Tech Coalition says Block closed 18 Cash App accounts, banned users and reported to authorities in this case. Later arrests attributed to unnamed police confirmation; no independent docket, findings or wrongful-action rate established.
Cash App account-closure help: process and unresolved boundary
An ambiguous final sentence says an account opened and linked to a closed Cash App account will also close. The account type is not specified there. Do not interpret it as Cash App closing an external bank account, or add a causal edge without clarification from an authoritative instrument.
The public instruments establish a service-mediated path to money and a broad internal decision space. Competing explanations remain live: fraud/risk protection, compliance with an external obligation, enforcement of Cash App's own acceptable-use choices, or a mistaken decision. The contract alone cannot choose among them. Reinstatement review and balance release also remain different outcomes.
The terms distinguish the Cash App service contract from a cardholder's agreement with the issuing bank; that bank agreement governs card use/bank relationship in an inconsistency (VIII.1–2, text 620–626). No individual customer's product/card agreement was obtained, and no bank-specific closure authority is asserted here. Custodial placement, card issuance and an instruction to close are different relations.
Subsequent enforcement-record finding (9 September 2026): the public descriptions analyzed below do not exhaust Cash App's obligations. The16January2025 CFPB consent order expressly requires restriction explanations and an account-appeal procedure with a10-business-day grant/deny deadline (paragraph108(c)–(d), qualified as stated). See the regulator packet . This narrows the earlier procedural gap; actual compliance, applicable modifications and a Lantern-specific correction/remedy trace remain unestablished. The original source-specific analysis below is preserved.
