Full Fact's twenty-page submission to Ofcom's Additional Safety Measures consultation is dated 17 October 2025. It seeks broader crisis scope, coordination, oversight and data access while presenting expression and proportionality arguments.
Full Fact seeks evidence, severity and transparent criteria, aligns some scope language with section 175's health and national-security terms, and requests logs, notifications and oversight. It expressly recognises that Ofcom cannot mandate platform partnerships with fact-checkers while seeking meaningful data access. Ofcom's June 2026 statement cites page 17 alongside questions from an earlier DSIT meeting when explaining a ministerial-notice amendment. Full Fact's later response does not establish its attendance at that meeting.
