Oracle published the Contextual Intelligence guide packaging GDI data for advertising use, then announced the end of its advertising services on 30 September 2024. The historical product documentation therefore establishes a former distribution route, not current delivery.

Version 3.0 of the 12 August 2024 FAQ includes Contextual Intelligence and supporting integrations in the September service end, with no new agreements or renewals and termination of data-provider relationships. It says prior-data rights depend on product service descriptions and that reporting or payments may continue during permitted use. The FAQ is informational rather than contractual. No executed GDI-specific agreement, post-service payment or runtime shutdown test was acquired.

Oracle's subsequent service-end policy changes the time claim
Oracle's Advertising EOL Frequently Asked Questions , 12 August 2024, Version 3.0 , explicitly includes Contextual Intelligence and supporting integrations in the services ending 30 September 2024 . It says Oracle would take no new advertising agreements or renewals, end data-provider relationships, and terminate access even when an order extended beyond that date. This is a published provider policy, not evidence from a runtime test. It is sufficient to prevent presenting the historical guide as a current Oracle delivery channel.
The same FAQ makes the residual boundary concrete. Rights to use previously supplied data depend on the product service description. Reporting and payment obligations may continue while data remains in use, and Oracle says payments for post-service data usage follow executed provider contracts. These are general provisions, not proof that GDI had a particular continuing licence, was paid after the end date, or that every stored classification was deleted. The FAQ itself says it is informational and does not form contractual obligations. The executed GDI/Oracle agreement and relevant service description remain unacquired.
GDI illustrates why time matters. Its advertising-risk data had a documented Oracle distribution route, but Oracle's relevant service ended in September 2024. IAS later said it discontinued limited past GDI inputs. Historical relationships cannot establish present delivery. A publisher-review procedure may revise GDI's assessment, but the acquired record does not show automatic propagation to every buyer or an obligation to resume advertising. A16
The strongest actual knowledge-flow evidence runs from GDI's existing resources into funded methodology . The retrospective supplies a later, attributed output claim. No selected record identifies that output with DEL, the former Oracle segment, IAS's former input, or the prospective OHMD. Similar risk terminology does not establish shared code, training data, licences, recipients or commercial deployment. Nothing here establishes that FCDO commissioned these inputs or directed subsequent exclusions.
