RAND participates in Canary with METR, bringing policy and misuse-risk work into a collaboration with autonomy evaluators. The programme concerns assessments before model release.
A separate May 2026 RAND paper argues for distinct evaluation practices for open-weight models. It supplies an actual proposal to examine when asking whether assessment regimes treat open and hosted systems differently.
The connection is important because technical findings need interpretation before they become policy. A model’s measured performance, a scenario about misuse and a proposed release restriction are different propositions. RAND’s position in this programme places those questions near one another. The research can be assessed by examining the scenario, the assumptions and the proposed response separately. For the money map, Canary’s disclosed project funding is the relevant starting point; it does not automatically establish which donor financed a separate RAND publication or directed its recommendations.
