IWF–DoubleVerify membership: fees, licensed resources and a collective governance route

9 September 2026. The public record now identifies DoubleVerify's membership start and contribution band, and describes what membership supplies. It also shows a route for funding members to participate in governance. None of the inspected records gives DV a reserved board seat, authority to dictate an individual content assessment, or a payment tied to a particular removal. Acquisition is closed after four directly relevant current pages and reuse of retained records.

What is disclosed about DV's contribution

The current [IWF member directory](http[local research file] places DoubleVerify beneath the heading Members contributing over £25,000, with membership since 1 April 2025. I checked the retained HTML card and its nearest preceding H2 heading, as well as the reader. This is IWF's public contribution-band disclosure, not a £25,000 exact amount, an independently reconciled receipt or a dated2025 invoice. No upper bound is assumed. The snapshot does not identify when DV entered that band or which accounting period it covers. Original-derived191 and210–212; reader401 and451–455.

IWF's [current pricing page](http[local research file] describes annual fees paid in GBP, calculated by sector and company size, ranging from £5,000+ to £100,000+. It says membership fees directly support front-line work and that the structure is developed with members. This establishes the direction and stated purpose of the membership resource flow: member funds to IWF. It is a current undated framework, not proof of the tariff or terms accepted by DV in2025. The directory band and annual framework should remain separately attributed rather than manufactured into a specific annual payment. Original-derived57–68; reader53–58.

The retained [FY2025 accounts](http[local research file] PDF21 income policy, distinguish subscription amounts receivable for services from donations and grants. PDF29 says deferred income relates to subscriptions and licence fees. Recognition is therefore not interchangeable with cash receipt. The accounts end31March2025, before the directory's stated DV membership start, and no DV-specific transaction was identified in the inspected passages. They cannot establish its subsequent payment. No grant to IWF from DV or outcome-based bounty is shown in this packet.

What resources flow in return

The [membership overview](http[local research file] expressly describes licensed access to dynamic blocking lists and alerts, with the underlying imagery assessed by IWF analysts. The [benefits page](http[local research file] also offers expertise, direct analyst contact, research/intelligence, networking with decision makers, policy-development participation and membership publicity/logo use. These are meaningful services and relationship benefits. They are public descriptions rather than an executed service commitment or proof that DV used every opportunity. The accepted April/May2025 partnership records separately establish the stated plan to incorporate IWF's URL List into DV's category, followed by a later participant testimonial about integration. Those retained records are reused, not reacquired here. The public NCMEC notification material described in DV's earlier category work is a different input. Membership gives licensed access, not a demonstrated right to redistribute raw IWF lists freely. DV's separately reported free distribution of its own Highly Illicit category should not be treated as proof of the underlying IWF licence's sublicensing or derivative-use terms.

Governance access is real, while individual assessment control remains unestablished

The current membership overview says members may suggest policy ideas and apply to join the Funding Council. It does not promise an automatic council seat. Original-derived107–109; reader86.

The reused FY2025 report, PDF11, adds the structural route: all members have the opportunity to nominate representatives to the Funding Council; that council supports the board with industry advice and elects three industry trustees. The described eleven-person board comprises an independent chair, six other independent trustees, three industry trustees and one co-opted trustee. The board approves appointments through the described processes. These are the report's governance arrangements, not an assertion that the current2026 composition is unchanged. They establish an institutional channel for industry voice; they do not establish that DV nominated a representative, sat on the council or obtained any seat itself.

IWF is identified in that report as company03426366 and charity1112398. The report's legal-member/guarantee discussion is not used to infer that the public DV brand entry proves a specific corporate signatory or guarantor. The member agreement, legal entity and applicable constitutional rights remain unacquired at that level.

No inspected membership description provides DV a veto over IWF's assessment of a URL or image, an entitlement to suppress its own adverse assessment, or a right to demand that DV's commercial category criteria become IWF's criteria. Equally, absence of those rights here is not proof that an undisclosed agreement contains none. PDF33 note19's transaction-related disclosure must not be stretched into proof that funders have no policy influence; the council mechanism shows why those propositions differ.

Strongest defensible interpretation and reopening record

The disclosed exchange is recurring membership support in return for licensed technical resources, expertise, reputation and opportunities for policy/governance participation. It fits ordinary service-support membership and also creates channels through which an industry member can contribute ideas. Money plus participation does not establish control of a particular assessment. No payment-per-blocking theory is supported by the acquired fee model.

The useful next record is DV's executed2025 membership agreement and fee/service schedule, identifying the exact legal signatory, invoiced period/amount, licensed dataset and permitted derivative distribution, plus any assessment-review, council or conflict provisions. An invoice/receipt would resolve payment without resolving governance; council nomination/election records would resolve exercised participation without proving content decisions. No contract request or contact was made. Older other-company agreements, unrelated donors and generic fundraising genealogy were not pursued.

Custody and scope

membership-captures.json records four successful original HTML captures and the reused original accounts, with exact reading scopes and hashes. membership-retrieval-scope.json records the two limited searches and closed acquisition boundary. The directory was read for DV's card and governing heading only; other names returned in its body were not inventoried. No images, lists, list entries, harmful-content locations, forms, accounts or visible UI were opened or operated. The source pages may contain navigation to such services; links were not followed. No case, graph, ZIP, current-work or forest was changed.
