Root lane closed 9 September 2026. This is a bounded comparison of the commissioned 2021 assessment, GIFCT's response and its May 2026 policy. It does not audit individual moderation outcomes.
The assessment
[BSR's 2021 assessment](http[local research file] was paid for by GIFCT with BSR retaining editorial control; its December 2020-May 2021 work primarily assessed future organizational risks, not member-company outcomes. Stakeholders raised risks of government pressure and large-platform policy export. The report also records that some small platforms relied on human review because they lacked automation. It recommended stronger appeals, dispute holds, external database review and transparency about downstream use. Its then-current description assigned hash removal to the contributor and content remedy primarily to each platform. These observations and recommendations cannot establish today's implementation or a particular wrongful removal. Its governance discussion distinguished participation from voting power and recommended a later governance review; it did not itself perform a full governance audit.

The 2021 response
[GIFCT's 20 July 2021 response](http[local research file] grouped its commitments by timeframe. It said membership criteria had already been revised, with appeals required, and identified further remedy capability as work underway. Human review before contribution, third-party review, research access and database governance changes were longer-term commitments or matters for exploration. Review of a multi-stakeholder Operating Board was proposed for two years later. A promise in this letter is not proof of completion. The current policy and announced follow-through
The [currently linked policy](http[local research file] retains a 2022 URL but explicitly states that GIFCT's team updated it in May2026. It commits to assessment, action, tracking and annual communication, with an annex assigning those activities across technical tools, incident response, research, working groups and transparency. The annex specifies metrics and a risk register; it does not supply their measurements or a worked user-remedy record. The [18 May 2026 update](http[local research file] says a five-year report against the BSR assessment was being developed. It announces that previously BSR-delivered human-rights services will move into GIFCT's Membership Advisory Program. The statement is forward-looking; completion of that specific transition is not proved here. It also does not establish that every safeguard improved or deteriorated. This bounded failure to locate it does not prove nonpublication.
What this lane contributes
There are identifiable safeguards to inspect and an explicit distinction between the organization and each recipient platform. The revealing test is the chain from disputed source entry to correction notification to reconsideration of the recipient's action. Current policy text alone cannot close that chain. Governance, actual reported corrections and member discipline are separately covered by the GIFCT lane. All acquisition in this lane has stopped before the combined forest.
