CCF programme and delivery lane — Elevate

9 September 2026. Root acquisition closed for this lane; ROOST governance and tools lanes continue. This is the recipient-side programme crosswalk, not a finding of completed software delivery.

[CCF Canadian-investment announcement](http[local research file] full substantive body/Notes read through primary reader, lines14–43. It names Elevate, the Community Resilience Fund support and ROOST collaboration, with an attributed statement by ROOST president Camille Francois. Its rounded amount matches the separately retained Canadian contribution26007; it is not a second award. It describes a three-year programme spanning interventions, open-source tools, benchmarks and capacity. Earlier leader priorities in2022/23 are described, so this announcement alone cannot show the2025 donor originated the policy. The claimed Canadian role in shaping international technology governance is the recipient's characterization, not a specified contractual right. No payment receipt, subcontract amount, acceptance record or named deployed product appears. Original GET403 retained as error; no retry.

It describes initial needs assessment/experimentation, later continuing tool development and parallel support for smaller platforms with ROOST. This is programme sequencing and intent, not an implementation report.

[Current Elevate programme page](http[local research file] indexed substantive body read, undated snapshot. It ties the programme to Canada's CRF, ROOST and the community, and describes work on AI standards/benchmarks and a toolkit for smaller providers. The page advertises a GitHub link, but the available index supplies no target and its GET403/reader-cache-miss routes are closed. No repository identity or deployed software crosswalk is established by that link label. The history-page indexed Elevate entry says12November2025 launch; other historical claims there were not acquired for use.

[ROOST-hosted CCF partnership announcement](http[local research file] original retained and full main body/editor notes read. It identifies itself as a permitted reprint authored by the Christchurch Call team, displayed10February2025; CCF index cards display12February. These publication labels are not proof of two partnerships or executed contract dates. It sets out intentions to help smaller services handle TVEC, redirect users and develop detection/upload-prevention/removal tools. It does not name a particular delivered toolkit, source database, licence or moderation-policy gate. This same-authorship reprint is not independent corroboration of performance. Its existence places announced collaboration before the October2025 contribution period, so the later award must not be described as founding ROOST or initiating the entire partnership.

Consequence and remaining question

This establishes a funded programme identity: contribution26007 to CCF is associated with Elevate and an already announced ROOST relationship. It still does not identify which ROOST code or services were financed, nor whether a produced classification was used to restrict an account or content. Coop, Osprey and ROOST model tools appeared in general blog discovery, but none is promoted here to an Elevate deliverable. A programme report/repository attribution, funding schedule or recipient acceptance record would make that next join concrete.

The current claims could describe both greater accessibility of safety software and greater spread of shared classification practices. The source material does not yet choose between those effects. Source rights, defaults and exercised recipient decisions in the parallel tool lane are the discriminator.

No forms, contact, accounts, harmful content or live APIs accessed. Root search was bounded to CCF/ROOST/Elevate identity and possible GitHub target; no genuine CCF repository found. Unrelated search results, Catalyst gaming training, third-party newsletter revenue estimates and later report citations were discovery only, not new findings. No new branch before the combined forest.
