PayPal changes the route for challenging PayPal

PayPal's notice, issued June 29, gives September 14,2026 as the effective date for revised US dispute terms. This is a commencement-date observation, not a newly announced ban. The linked US agreement carries today's date; the effective hour and zone are unspecified.

JAMS replaces AAA. For 25 or more coordinated similar disputes, the agreement creates staged arbitration: initially 50 cases if at least 50 exist, with remaining cases held back and fees deferred, followed by mediation and another stage. Later unresolved cases can move to court or further staged arbitration. Limitation periods are tolled. The terms also claim to supersede previous arbitration agreements for earlier disputes; initial-account arbitration opt-out and small-claims provisions remain.

A payment provider's practical power includes how its users can challenge it. These procedural gates could affect the timing and collective pressure of claims, while PayPal frames them as a way to conserve resources. That is an interpretation of contract design, not measured delay, a court's enforceability ruling or proof of a content-restriction instruction.
