Money pays for capacity. Someone still chooses.
A donor can make research, campaigning or a legal challenge possible. An adviser can select the opportunities a donor sees. A campaign can supply a proposal. A regulator can adopt, narrow or reject it. A platform can then decide how to put a rule into practice. Following these decisions is more revealing than counting people who know one another.
Good Ventures and its philanthropic adviser illustrate different allocation roles. Oak illustrates why a financial connection is not a complete political explanation: its grantees include both safety advocates and civil-liberties organisations resisting broad surveillance.

The rules and the machinery belong to different hands.
Public authorities can impose legal duties. Companies operate payments, accounts and distribution. Advocacy organisations supply proposals and classifications. Their interests can align in one dispute and collide in another. These are overlapping coalitions with different resources, rather than permanent teams.
Mastercard’s merchant-list rules permit onboarding after inquiry; Stripe’s published practice is generally disqualifying, with possible exceptions. The practical result depends on the recipient’s decision as well as the upstream rule.
Government can steer—and constrain—private power.
Ofcom’s decisions provide specific examples of selective uptake: a Full Fact contribution helped change a notice indicator; a Check My Ads request did not secure specific monetisation recommendations in one measure. In another domain, the CFPB required Block to provide notices and decide customer appeals within ten business days.
Our interpretation is that power often accumulates across these interfaces. Proving a particular restriction still requires its own chain: who requested it, who had authority, who acted and what happened. A shared donor or compatible objective is a starting point for that work.

The most revealing gap is often the return journey.
An adverse assessment can travel through a network quickly. What happens when it is corrected? Does the correction reach the buyer, the platform or the exported copy? Does someone reopen the decision? Does access return?
A published appeal process, a software deletion mechanism and an actual restored account answer different questions. The missing evidence is often an ordinary case file or instruction trail that shows those events together.
