VW Settlement Fund — 2016 rules

The VW Settlement Fund is a segregated, purpose-limited resource governed by NAAG's 2016 rules for consumer-protection enforcement, investigation support and education. Those rules describe a $20 million settlement provision, rather than a current balance.

Grant and administration rules

The rules allow principal grants approved by two affirmative special-committee votes, with decisions final and without appeal. Written applications, bills or receipts and annual accounting provide an expenditure trail. Repayment after successful litigation is conditional on law and recovery, with education, conference and travel exceptions. A 1% administration fee is authorised at inception and annually. Conditional dissolution can move remaining funds to NAAG's General Fund; no current fee calculation, grant disbursement or dissolution transfer was established.
