Government custodian of transition and department-specific spending evidence
New Zealand's Ministry of Foreign Affairs and Trade appears in the Christchurch Call record as the department reporting support-function transition and disclosing its own historical expenditure. Its records help distinguish government administration of the initiative from the Foundation's later independent operating arrangements.
The joint New Zealand–France statement said New Zealand taxpayer funding would end on 30 June 2024 and announced the Foundation's support functions from 1 July. MFAT's annual report retrospectively reports the transition. Its 4 April 2024 information-release response covers MFAT-only New Zealand-dollar expenditure through 29 February 2024 across distinct fiscal periods. These are departmental actuals, not Foundation capitalisation or a complete programme budget, and they do not exclude every possible later New Zealand-related grant.
