Victim-facing reference programme connecting on-device fingerprints to platform safety workflows

StopNCII

StopNCII is a SWGfL programme intended to prevent the sharing of nonconsensual intimate images. Its public-user workflow creates a fingerprint on the person's device and shares reference information with participating platforms, while the documented system also provides institutional contribution and feedback routes.

A shared signal with several gates

Public users must meet the adult eligibility rules and possess the intimate material; synthetic depictions are included. SWGfL announced on-device PhotoDNA integration in March 2024 with Microsoft support. The six-step guide conditions platform removal on the recipient's policy, and case withdrawal does not necessarily reverse an independent policy decision. Ofcom's September 2026 statement recommends StopNCII as a suitable option while permitting equally effective alternatives. That recognition is distinct from exclusive procurement or guaranteed access under a particular partner agreement.

What is now visible; what remains consequentially open

There is direct evidence of earmarked support reaching the operator's accounts for StopNCII and broader victim-support work, alongside a trustee-governed charity constitution. Funds, corporate membership, service participation and individual trustee biographies are different relationships. The documents do not establish that Meta, Pershing, government or a paying platform selected an entry, dictated a definition, approved a withdrawal or controlled another platform's action.

What is now visible; what remains consequentially open

The next discriminating records are the executed programme grant/partnership schedules, the current StopNCII internal delegation/budget and any actual approval or reporting instrument. Those could reveal renewal/termination rights, deliverable acceptance, IP ownership, policy clearance or operational conditions beyond the purpose restrictions visible in the accounts. A current public donor-side record could resolve the abbreviated Pershing label; this run leaves it unexpanded. Likely custodians are SWGfL and the respective funder/partner. No request was made.
