Delegated software-licensing channel connecting a technology owner to qualifying adopters
The Tech Coalition's PhotoDNA sublicense route is a programme for qualifying companies to obtain Microsoft's fingerprinting technology through the Coalition. Its reports date the sublicensor role to 2023, an expansion to qualifying non-members to 2024, and broader permitted subject matter to January 2025.
The 27 January 2025 announcement adds terrorist content and adult nonconsensual intimate imagery alongside child sexual abuse material, and offers no-charge code and licensing enquiries with a typical one-week response estimate. That estimate is not guaranteed approval. Coalition reporting describes Hash, Match and Action integration support for already licensed firms. Open-source integration software does not make PhotoDNA open source. Accepted Pathways participants may apply for a sublicense, but programme admission does not itself provide the licence, Coalition membership or NCMEC reference credentials.
