A proposed distribution of public authority

CLTR proposed AI governance architecture

A set of April 2026 recommendations for government AI coordination, oversight and public deliberation.

What the submission asks for

CLTR proposes a Cabinet Office AI Security Coordination Unit, an independent Office for AI Responsibility, departmental adoption leads, parliamentary scrutiny and a permanent Citizens’ AI Council. The council would deliberate; the submission does not give it a veto. These are proposals, not a roster of operating institutions.
