SaferAI November 2024 discussion paper

A November 2024 discussion paper published by ICMEC Australia for the SaferAI for Children coalition. It presents AI-and-child-protection recommendations, including possible device-level detection and screening in encrypted environments, and was subsequently used in government-facing work.

What later documents actually used

The paper credits collaborative writing by coalition members without assigning individual drafting or final approval. Its page 8 lists possible AI initiatives, including device-level detection and blocking of child sexual abuse material. The 2025 Woolcott review cites the paper and reproduces four proposed AI uses. eSafety’s March 2026 toolkit cites it specifically for investigative triage—categorising reports, prioritising cases and identifying patterns. That citation does not establish that the paper originated the toolkit’s separate encryption or identity recommendations.
