Joint programme combining funding, Claude resources and public-service applications.
The announced $200m is a joint four-year package of grants, API credits and support. It is not a disclosed cash payment from Gates to Anthropic.
Named health-data work includes IHME and an IDM forecasting integration. Anthropic also describes work with health ministries and portable skills records. Access, reuse and transfer rights will depend on implementation agreements.
Public benefit and supplier dependence can develop together. The revealing records are project awards, data-use terms, credit-expiry conditions, interoperability requirements and switching costs.
A useful way to inspect implementation is to follow one project through its whole life: who selects the application, who provides the data, who pays during the initial deployment, and who maintains it when the support period ends. That would show whether a public institution gains durable capability or an obligation to keep buying access from a particular provider.
