A bridge from public mobilisation to proposed diplomatic commitments

CeSIA

CeSIA, the Centre pour la Sécurité de l’Intelligence Artificielle, is an AI-safety organisation and co-organiser of the Global Call for AI Red Lines. Its 2026 diplomatic funding proposal set out how it hoped to turn campaign support into agreements, aligned thresholds and a UN resolution.

Money and intended follow-through

Effektiv Spenden reported forwarding EUR195,000 in organisational support. SFF’s 2024 table recommended USD48,000 with EffiSciences as receiving charity. A later CeSIA account reported a USD2 million two-year recommendation from Longview and non-receipt at the time of its statement. Separately, its diplomatic sprint requested USD150,000 for the first half of 2026 against an approximate USD400,000 full-year plan. Requests, recommendations and reported receipts are different stages; none establishes that a government accepted the intended agreements.

Causal checks and stopping boundary

The strongest next acquisition is the actual briefing/transmission document at one conversion point: UNESCO subgroup to a government delegation, TFS/CeSIA workshop to India's working group, or ControlAI to Hunt. These can distinguish policy influence from ordinary participation without enlarging the membership roster.
