Researcher access decisions
The provider-establishment DSC decides project vetting and request conditions. The researcher supplies eligibility and funding information; providers have a bounded amendment route.
Solid lines: documented in a cited record. Dashed: reported or inferred. Hollow arrows: proposed powers. Choose a connection for its evidence.
This selected Article 40(4) path is separate from public-data access under 40(12) and notice priority under Article 22. An 80-working-day request/refusal clock is not a delivery promise. No GDI application is matched here.

Provider-establishment Digital Services Coordinator → grants project-specific vetted status when conditions are met → Vetted researchers — project-specific role
Article40(8) specifies final eligibility decision; funding or Horizon participation does not itself confer status.
Vetted researchers — project-specific role → must demonstrate eligibility and disclose project funding → Reasoned data-access request and conditions
OperativeArticle8 requires project funding information and relevant commercial-independence declaration. Recital12 describes identity, amount, duration/nature, awarded/pending status and available funder evaluations. No actual declaration read.
Provider-establishment Digital Services Coordinator → sets technical legal and organisational access conditions → Reasoned data-access request and conditions
Case-specific security, confidentiality, contracts and optional secure environments constrain access; raw-data transmission and nominated-tool integration are not automatic.
DSA designated VLOP/VLOSE data-provider role → must provide access under a reasoned request → Vetted researchers — project-specific role
Data and appropriate interface follow the request within its reasonable period. Standard-tool/data-management restrictions that hinder research require explicit request provision; no additional personal-data conditions outside request.
DSA designated VLOP/VLOSE data-provider role → may request amendment on specified access or security grounds → Provider-establishment Digital Services Coordinator
Provider has15days after receipt and must propose alternatives; DSC decides within15days. Additional information does not displace that decision deadline.
