Provider-establishment Digital Services Coordinator
The Digital Services Coordinator in the country where a designated platform provider is established holds the final authority over project-specific researcher vetting under the EU Digital Services Act. This is a statutory office and decision-making role, rather than a particular research organisation or software service.
A request with conditions and continuing oversight
Article 40 and Delegated Regulation 2025/2050 provide the operative machinery. The establishment coordinator formulates a reasoned request or explains refusal within 80 working days, subject to a justified extension; the request separately specifies when access should begin. It can prescribe confidentiality safeguards and secure environments, consider a provider's proposed amendments, and consult independent experts. Issued requests receive a public overview, rather than publication of every application or rejection. Continuing eligibility matters: the coordinator can terminate access after investigation and an opportunity for the researcher to respond.
