Qualified research recipient of a project-specific statutory access right
Vetted researchers — project-specific role
A vetted researcher is a project-specific status granted under Article 40 of the EU Digital Services Act. It is available only after the competent coordinator assesses eligibility and the proposed research. Institutional prestige, a public grant or participation in a European research programme does not automatically confer it.
Eligibility continues after approval
The criteria include affiliation with an eligible research organisation, commercial independence, disclosed funding, adequate security, necessary and proportionate data needs, and freely available public results. Delegated rules specify project funding information and relevant independence declarations; their recital elaborates the identity, amount and nature of funding. The access request determines the data and interface. If eligibility is later lost, the coordinator may terminate access after investigation and an opportunity to respond. No named appointment or termination is established by this role node.
Vetted researchers — project-specific role → Reasoned data-access request and conditions
must demonstrate eligibility and disclose project funding
OperativeArticle8 requires project funding information and relevant commercial-independence declaration. Recital12 describes identity, amount, duration/nature, awarded/pending status and available funder evaluations. No actual declaration read.
DSA designated VLOP/VLOSE data-provider role → Vetted researchers — project-specific role
must provide access under a reasoned request
Data and appropriate interface follow the request within its reasonable period. Standard-tool/data-management restrictions that hinder research require explicit request provision; no additional personal-data conditions outside request.
