euCONSENT

euCONSENT is the name of an age-verification and consent interoperability project, first associated with an EC-funded consortium and later with a Belgian association, euCONSENT ASBL. The later association published the Safe Online-supported AgeAware design.

Separate projects and proposed powers

The earlier 2021 European Commission consortium grant must be distinguished from the later ASBL’s Phase II support from Safe Online. The AgeAware consultation proposes admission and fit-and-proper checks, licensing, tally access and suspension rules, including negotiated core-component exclusivity and a proposed three-year exclusive commercial scheme. These are published design proposals, not an executed compulsory service. A January 2025 update also reported commissioning a human-rights review through team academics. The contract, fee, clearance terms and completion of that review were not recovered.

The missing public board sequence is now acquired. It documents responses, some changed procedures and retained limits. It also identifies a consequential boundary: Corby's declared exclusion covered testing and euCONSENT submission, while July minutes record his intention to review technical and vendor report sections. That is a question about the scope and operation of the exclusion, not proof of its breach.

4. AgeAware proposed a market constitution, not just a token format

January2025's project update reports completed issuer/key/relying-party/tally services, with anonymisation/app and scaling still in progress. Current AVPA text says development continued until2025 and that euCONSENT's demonstration mission is fulfilled with private-sector alternatives available. Thus no candidate claims AgeAware currently operates as a mandatory gate. Its design also included regulatory sandboxes and Australia trial consideration; an offered/tendered solution is not an award.

4. AgeAware proposed a market constitution, not just a token format

The proposal is sponsored by Safe Online and delivered by the Belgian nonprofit euCONSENT ASBL (cover and1.9, PDF3). It builds on an earlier European Commission-funded consortium project; do not backdate ASBL as the original 2021 grant recipient. The reported project-level funding purpose is established. The executed grant agreement, amount, subproject/vendor allocation, ultimate donor allocation and clearance/acceptance rights remain unacquired; a separately encountered $2million figure belongs to a ten-project portfolio and is not assigned here.
