External programme-assurance provider and research contributor
PA Consulting is a professional-services firm represented here through government programme evaluation and a WeProtect research briefing. The Online Safety Data Initiative named it as external evaluator in September 2021; WeProtect's June 2023 minutes record Natalia Greene of PA briefing its board on a forthcoming Global Threat Assessment.
The 2021 government account describes assurance of process, resources, spending and quality, with reporting to senior civil servants. It says priorities and responsibilities were agreed with PA in collaboration with Faculty and PUBLIC. The retained corpus does not contain PA's original agreed scope or final OSDI assessment. The 2023 WeProtect minute records a progress briefing, rather than a commissioning contract or completed report.

No PA Consulting OSDI final assessment, inception report, detailed agreed evaluation scope, or original OSDI product-evaluation framework was located in this pass. This is a search-coverage result, not evidence that evaluation did not occur. The public record found does include a later, substantive technical evaluation that expressly attributes part of its approach to OSDI. That supplies a documented methodological reuse route while leaving the original OSDI assessment gap intact.

It also identifies a later PUBLIC-authored STCF2 report explicitly reusing OSDI practices, with self-reporting and testing limitations. No original PA final assessment or original OSDI framework was located in that bounded search.
Read the research & sources ↗OSDI had a CDEI-convened advisory group, PA Consulting programme evaluation and supplier participation by Faculty and PUBLIC. These are distinct roles. PUBLIC's account of a TRL4 sandbox describes prototype work; its later STCF2 assessment explicitly credits OSDI practices while retaining limited testing and supplier-reported performance. PUBLIC's claim to have contributed to CDDP does not identify it in a redacted subcontract list. Its current website-controller legal identity is not proof of the historical contracting party.
