Baseline evidence custody

The reviewed atlas and every original node/relationship field were retained in case-r1.json and atlas-baseline-original.json. This import does not reopen or newly inspect the 117 cited URLs. Sources initially use discovered because their individual historical reading scopes are not all reconciled here. Existing evidence_class and review_scope fields, titles, qualifiers and source objects remain beside the converted records. Later source-specific inspections must record the actual scope and location without claiming full-corpus freshness. Historical is temporal; each proposal record has an explicitly staged verb. No effective interval was invented from an observation date.
