Shared harm vocabulary circulating between coalition work, advocacy and official guidance
WEF2023 Typology of Online Harms
Published by the World Economic Forum in August 2023, the Typology of Online Harms supplies a shared vocabulary for discussing different forms of online harm. Its introduction presents a contextual classification tool, rather than a severity ranking or regulatory compliance standard.
Publication and subsequent use
The WEF publication is an output of its Global Coalition for Digital Safety. A participant account identifies Adam Hildreth and Julie Inman Grant as workstream co-chairs. Australia's April 2024 review issues paper cited the typology before the Human Rights Law Centre expressly adopted it in its July submission. eSafety also uses it in educational Safety by Design material. Those are three distinguishable uses—official discussion, advocacy and education—rather than evidence that the complete typology became Australian statute.
