Police Intellectual Property Crime Unit (PIPCU)

The Police Intellectual Property Crime Unit, or PIPCU, is part of the City of London Police. It investigates intellectual-property crime and works with institutions that can disrupt the commercial and technical services supporting a website. Its position combines public investigative authority with dependence on intermediaries that operate domains, advertising and payments.

Its published Operation Ashiko policy from 2020 describes a domain-suspension process based on investigation and due diligence. It allows a request to move from a registrar to Nominet when the registrar does not act. The process includes an initial opportunity for the registrant to raise error or describe remedial action. This places an assessment, a notice and an infrastructure decision in sequence, with practical consequences for whether users can reach the site through its address.

Operation Creative follows another path. Guidance requires rights holders to supply evidence for police assessment before qualifying sites enter the advertising-disruption process. PIPCU distributes the Infringing Website List for use by advertising intermediaries and describes contacting operators before further action. It can also ask a payment provider or merchant bank to withdraw service. These are distinct pressure points through which a website's economic support can be affected.

The work has a public resource base. A March 2026 announcement committed approximately £3 million annually through the Intellectual Property Office for April 2026 to March 2029. Earlier records also described seconded expertise from the IPO and the music industry's BPI. PIPCU's importance is this combination of resources, assessment and intermediary cooperation: a police unit can achieve effects across several privately operated systems without running those systems itself.
