Notice-handling bridge between rights holders and payment providers
WIPO ALERT-PAY is a payment-notice initiative for suspected intellectual-property infringement, distinct from WIPO ALERT's advertising lists. A June 2026 presentation described development following a manual pilot conducted from November 2024 through August 2025.
The presentation describes a rights-holder notice and three working days before a WIPO application, followed by completeness review, a second notice and another three working days before payment-provider assessment. The completeness stage has no stated deadline, so this is not a guaranteed six-day process. WIPO's approved 2026/27 programme names deployment as a priority. The retained research found no public go-live instrument, exact provider-executed agreement or project-specific budget allocation.

Six discovery queries were run in two batches: site:wipo.int "ALERT-PAY" ; site:wipo.int "ALERT PAY" funding budget procurement ; site:ungm.org "ALERT" "WIPO" ; "WIPO ALERT-PAY" launch August September 2026 procurement ; "WIPO ALERT PAY" tender software contract budget ; site:wipo.int "Program of Work and Budget 2026/27" approved Assemblies July 2025 . Returned candidates were assessed; no exact public Pay contract, award notice or post-June launch instrument was located. This was not an exhaustive procurement-archive audit. WIPOPay service-fee material, advertising ALERT and Brazilian domestic lists were excluded as different instruments. A later keynote and webcast were discovery candidates only; the root already owns the decisive webcast scope, so they were not separately promoted here.
