For ALERT, WIPO screens advertising-user eligibility and distributes national lists. Its ALERT-PAY presentation describes completeness checks, notices and review administration. The deck reports a November 2024–August 2025 manual pilot with six rights holders, two unnamed payment providers, seventeen actions and thirty-five sites; 71% were reported offline or with goods removed. That mixed outcome is not a permanent-shutdown count or independent causal estimate. Mastercard and PayPal named elsewhere in the presentation are not identified as those anonymous pilot providers.
