Civic Shout

Civic Shout sells opt-in supporters and website traffic to progressive campaigns. Its AI petition sits inside a commercial system of advertising, joint promotions and referral credits—one way political messages acquire distribution and campaigns acquire usable contact lists.

Civic Shout is an advertising and advocacy platform operated by Civic Shout LLC. Customers can buy opt-in email and SMS supporters or website visits. Its posted pricing distinguishes national and state-level leads and clicks, putting a visible price on acquiring a political audience. Staff review campaigns, and its content policy limits the platform to progressive causes.

The joint-action preview for Stop Big Tech from Building Uncontrollable AI lists College Democrats of America and Left Click. Participating recruiters are offered $2.25 in advertising credits per recruited action, usable to promote their own causes. These credits provide a reason for allied campaigns to circulate the same petition: each can gain future distribution while advancing a shared message.

The business has more than one incentive mechanism. Joint Actions provide noncash advertising credits; a separate affiliate program offers revenue sharing. Keeping those mechanisms visible explains how a campaign can spread through a network without every participant receiving the same kind of payment.

Civic Shout LLC also operates the Civic Shout Foundation project under Players Philanthropy Fund’s fiscal sponsorship. The project offers nonprofit audience growth through donor-funded packages. The most useful question here is who financed a particular campaign and which participants received audience growth or credits. The specific account funding the AI petition remains an open question in the research.

Civic Shout hosts a petition advocating this exact Act. Its joint-action preview names College Democrats of America and Left Click and offers recruiting participants $2.25 in advertising credits per recruited signature. It promises delivery to Senate Commerce and House Science committee leadership, then letters to members. This identifies an incentive and pressure channel. It does not establish delivered signatures, credit redemption, cash payments or instructions from the sponsors’ offices.

Its team names Melinda Tankard Reist, Caitlin Roper, Renee Chopping, Lyn Swanson Kennedy, Coralie Alison and Bernie Poljak. These differ from the Civic Shout leaders identified above. Its FAQ describes a charity limited by guarantee with no affiliation to religious or political institutions; that last statement is its own representation.

What would change the picture next

The most revealing missing records are specific: Civic Shout’s ownership and the AI petition’s campaign account; the Frame grant agreements and named donor-advised fund; CLTR’s executed funding terms and government drafting correspondence; a16z’s investment rights and political-committee allocation rules; and the government integration contracts governing portability, replacement and evaluation. These records could show delegated authority, bargaining limits or independence. Another shared name would answer much less.
