Research expertise crossing financial monitoring and platform safety

Michael Salter

Michael Salter is a researcher linked here to two different bodies of child-safety work: authorship of Childlight’s 2025 financial-behaviour study and independent review of the DFC’s December 2024 guiding-principles report. The latter identifies his Childlight, UNSW affiliation.

The work attributed to him

Searchlight 2025 Study C names Salter among its researchers and recommends broader financial detection and sharing across finance, technology and law enforcement. The DFC report separately thanks him as an independent peer reviewer. Neither document allocates the authorship of particular recommendations or discloses his review comments. The supported picture is repeated professional participation across related research fields, not personal control of the funders, regulator or resulting bank practices.

What the records show

From the investigation

Who funded and contributed

P5 names Mariesa Nicholas, Australian e-Safety Commissioner's Office , among four independent peer reviewers, alongside Hazel Bitaña, Michael Salter and Fabio Senne. This establishes named review participation and contemporaneous institutional affiliation. It does not establish current employment, the substance of her comments, corporate endorsement, or authorship of the toolkit's encryption sentences. The six cover authors remain named authors without allocating particular passages to individuals.

3. Survey implementation and later output budgets

Whitten, Salter and Woodlock's 29 July2025 CrimRxiv methodology preprint , release1, reports an original design for3,000Australian men, Westpac funding, and advisory review. It says CloudResearch subsequently recruited/administered through PrimePanels after an earlier contractor declined the subject matter. This is the authors' account, not vendor correspondence or an executed service contract.
