Guiding principles for technology-facilitated CSEA (December 2024)

A December 2024 research report on technology-facilitated child sexual exploitation and abuse, published through Digital Futures for Children, the LSE–5Rights centre. It is a deliverable of the Toolbox measurement project and later appears in Australian eSafety guidance.

What the citation trail establishes

The 61-page report is Work Package 3 of the Toolbox project. Six named authors produced it, with independent reviewers acknowledged separately. eSafety’s March 2026 toolkit cites its discussion of movement to encrypted messaging at footnote 26. Footnote 29 appears beside a homomorphic-encryption recommendation, but citation placement alone does not demonstrate that the report validates that technique or originated the toolkit’s full list of encryption recommendations.
