Research breakpoint observed 9 September 2026. This is a source-bounded synthesis of the completed first Red Lines wave. The user subsequently authorised unattended continuation; the follow-through lanes remain separate until reviewed. Canonical integration is case-r12; case-r11 and the earlier UK reader stay preserved.
The useful change is that several lines now describe work performed. The campaign's own [acknowledgements](http[local research file] identify Charbel-Raphael Segerie as initial drafter, Niki Iliadis and Tereza Zoumpalova as TFS project managers, and Anoush Rima Tatevossian as an adviser on UN engagement. Arthur Grimonpont approached Maria Ressa and coordinated the press conference. Apollo Strategic Communications is credited with preparing/moderating that conference. Miotti, Adam Shimi, ControlAI and FLI supplied feedback in different capacities. These are retrospective organizer credits; they establish a reported division of labour, not final approval rights or donor instructions. February/July references lack an explicit year.
This matters to the Hubinger inquiry. The campaign [lists him as an individual signatory](http[local research file] while the acknowledgements identify Shimi as a contributor. The roles differ. Neither record establishes Hubinger as a campaign manager or an author of A Narrow Path. Kidron also appears on the signatory roster; roster inclusion alone is a weaker bridge than the policy presentation below.
Resources and the strategy they were intended to support
Effektiv Spenden's H1/2024 disclosure.
The [SFF table](http[local research file] adds a second channel. It records a 2024 USD48,000 CeSIA recommendation, naming Tallinn as source and EffiSciences as receiving charity; TFS recommendations are USD97,000 in2024 and USD336,000 in2025. Its2023H2 TFS row names USD365,000 from FLI and USD11,000 from Tallinn. These are expressly recommendations for general support. Neither disbursement nor campaign restriction follows from a row in that table.
CeSIA's [diplomatic-sprint solicitation](http[local research file] is more specific about intended action. It seeks USD150,000 for early2026 work, estimates roughly USD400,000 for a year, and proposes combining lab-threshold harmonization with a champion-state/UN-resolution strategy. It anticipates that Anthropic and DeepMind would have competitive reasons to support common thresholds. That is the organizer's stated incentive model, not proof of a deal with either company. Its fallback includes seeking externally imposed thresholds if labs decline harmonization.
The same page reports a USD2million Longview recommendation dated9December2025, expressly unreceived when that passage was written. The update date is unknown. Manifund's displayed USD0 only describes that platform. We cannot turn either statement into a current total of CeSIA funding, an executed award, or a Red Lines-restricted grant. APCO is listed among proposed advisers/partners; a paid lobbying contract has not been acquired.
A broad call leaves room for different implementations
In its [25September2025 article](http[local research file] ControlAI explicitly acknowledges that the general call leaves the particular red lines unspecified. It then promotes its preferred ASI prohibition and A Narrow Path. This is observable advocacy using a coalition's common objective to advance a particular implementation. It does not show all signatories consented to that implementation, nor that partners hid their differences. CeSIA's threshold-harmonization proposal supplies an independently articulated route within the same campaign environment.
That suggests a useful working interpretation: a coalition assembles endorsements around a broad demand, while its participating organizations develop and promote more specific policy instruments. Coordination on the campaign is documented through attributed work. A single command centre, common final regime and donor editorial control remain separate hypotheses requiring different evidence.
Institutional channels and a substantive age-policy bridge
The [UNESCO-hosted subgroup page](http[local research file] lists TFS and Ada Lovelace Institute as co-leads and CeSIA as a member. Tereza is named in its coordination structure. This supplies continuity beyond the launch. The page expressly says the independent CSO work does not commit UNESCO or member states. The umbrella network began inJune2025; its reported McGovern support and earlier UKRI-funded pilot must not be relabelled September campaign funding.
The [Athens recap announcement](http[local research file] ties the4December2025 London event to the Global Call. Root retained the65-page original PDF and visually read pages2 and23. Page2 credits TFS organization, OECD/UNESCO partnership and support from Fathom, Arnold & Porter, Cooperative AI Foundation and deliberAIde. Support form, amount, precise contracting entities and programme rights are undisclosed by those credits.
Page23 reports 5Rights executive director Leanda Barrington-Leach advocating the UK's Age Appropriate Design Code as a model for AI safety by design. This is a specific policy model being carried into the AI-governance forum. The same page separately attributes Greece's kids-wallet age-verification example to Ambassador George Pagoulatos. Do not attribute his example to Leanda, infer that the Global Call demands it, or say age verification was absent from the event. Video links were extracted but the video was not watched; the organizer's recap remains the source of the account.
[Hansard](http[local research file] records Clement-Jones advocating the call and Hunt thanking ControlAI. A UN-hosted prepared Ressa speech names the campaign. Bengio's Security Council intervention is available in a clearly non-official automatic transcript. These locate recipients and carriers. None is a resolution adopting the campaign. The government's New Delhi declaration separately emphasises voluntary instruments; an event held alongside the summit is not itself a negotiated outcome.
The independent review also distinguishes two Delhi events on18February2026: the UNESCO-network Global South roundtable and the TFS/CeSIA AI Safety Connect session. Date and city do not make them one workshop.
The next records that could change the interpretation
The most valuable missing material sits at conversion points: the recommendation becoming an executed grant; organizer money becoming campaign expenditure; collaborative drafting becoming final approval; a public statement becoming a government submission; a submission becoming an accepted amendment. Recommendation letters, remittance schedules, restricted-fund ledgers, PR contracts, version history and briefing-transmission records have identifiable likely custodians. We have not established that every proposed agreement was executed or that every sought record exists in final form.
The continued inquiry is testing later CeSIA financing disclosures, France/G7 outcomes against the organizer's stated plan, and the Athens support layer. It does not reopen the closed UN/UNESCO access routes, Longview Drive acquisition or TFS scanned990 branch. No outreach, paid acquisition or public release has occurred. The broad geopolitical account remains the user's attributed prior, not a verified conclusion of this case.

The Athens original is recorded separately in the canonical source with its SHA256; only two pages were visually inspected. A failed native release-PDF retrieval does not invalidate the earlier public-reader text, and no original bytes are claimed for that release.
Reviewed follow-through integrated into case-r13
Fathom is now resolved to the AI-governance nonprofit at fathom.org. Its current partnership page identifies TFS collaboration on verified redlines; the event history separately acknowledges financial support for the Athens series without allocating it to2025. CAIF's own account adds reception hosting and a contribution advocating multi-agent monitoring. Its foundation page reports a USD15million Macroscopic commitment and lists a funder-associated trustee; this does not establish donor appointment rights or an event grant. deliberAIde's provider-hosted TFS testimonial supports product use in the event/report workflow. The operator's legal identity remains unresolved after a browser administrative-policy refusal. See athens-support-layer.md for exact sources and access scope.
The France/G7 comparison distinguishes an institutional event programme from a completed briefing. The May29 official declaration commits to discussion of risk-framework comparability and also promotes AI openness and adoption; it does not adopt the specific coordinated-slowdown trigger sought in the CeSIA proposal.
