Who can actually authorize a grant?

Lightcone Commons makes a useful distinction visible: choosing where money ought to go and possessing the authority to send it are different jobs. Its published process lets funders bring evaluators or use those selected by Oliver Habryka. Funders retain a last opportunity to veto direct grants after recipients sign agreements. That makes the movement of the AI Risk Mitigation Fund significant. In a December 2025 fundraising account, Habryka announced that ARM had become a Lightcone programme under substantial leadership from Caleb Parikh. ARM's own website still describes donations through Effective Ventures' US or UK charities. A smaller programme supplies a completed example. The Corrigibility Research Fund names Lightcone Infrastructure Inc. as its legal grantmaker and final approver. Max Harms manages the fund. On September 3 he announced eight awards totalling $132,000, following more than 100 applications, and directed future applicants to Commons. Ian Kahn was awarded $35,000 and Ben Saudek $3,000; Harms says both first contacted him after his appearance on the 80,000 Hours podcast. Harms also describes how judgment was exercised: his initial screening was followed by Claude-assisted reviews, with human reconsideration and overrides. He explicitly values grants that redirect capable people towards alignment careers. The project being purchased and the future workforce being cultivated are both part of the decision. The safeguards deserve the same specificity. EA Funds' published conflict policy grades recusals by severity but permits carefully considered exceptions; public disclosure of recusals is optional. Separately, on July 22 Habryka said a resolution correcting Lightcone's board-removal arrangements had been drafted but remained unsigned, and publicly committed to treating the board as able to remove him.
